Pennoni is currently looking for a Project Municipal Engineer to work in our King of Prussia, PA office with experience consistent, but not limited to:
Primary Responsibilities:
Project design plans for Municipal Bids
Participate in initial design meetings to discuss design scope, concepts, constructability, cost and permitting aspects. Review design plans for completeness and constructability. Prepare scope of work line items and prepare cost estimate.

Prepare documents for public bidding
Documents need to be prepared for projects based on the following:
- General bidding for Township/ Borough/ Municipality
- Prepare bid documents that include required documents (RCO’s), language, exhibits, etc based on Federal Funding / DCED/ DCNR /CDBG/ County grant requirements
- Prepare bid documents for PennDot Liquid Fuels funding
- Prepare PennDot Project application
- Prepare partial or final completion reports yearly
- Secure PA prevailing wage or Davis Bacon wage rate
Conduct public bidding using PennBid online system
- Set up project online
- Respond to RFIs submitted online
- Prepare bid addendums as needed
- Open bids online and prepare bid tabulation and award recommendations
- Be familiar with Responsible Contractors Ordinances (RCO) as part of the bid review process
- Conduct Prebid meetings
Prepare contractor award letter
- Prepare an award letter and provide contract documents to the contractor
- Review contracts executed by the contractor and coordinate with the client the final execution of the contract
Project management
Conduct Pre-construction meetings for executed contracts and issued Notice to Proceed. Review/coordinate submittal process and review technical submittals for various components included in the project. Provide project management assistance during construction, including but not limited to:
- Coordination with Township/Borough staff, permitting agencies and utility companies
- Review and resolve construction issues and coordinate inspection site visits
- Prepare change orders as needed
- Review and coordinate contractor payment applications
- Coordinate contract closeout and review closeout documents
- Assist client with any requirements for closeout of funding grants.
Grants
- Be familiar with the requirements for the various grant programs.
- Prepare grant applications for Federal / DCED/ DCNR/ CDBG County grant programs. Coordinate with grant agencies during grant review process
- Coordinate with the grant agencies for any awarded grants and requirements based on the signed grant agreement
- Ensure that work is completed in accordance with Grant requirements
- Assist client with grant closeout requirements
Paving Projects
- Evaluate existing conditions of asphalt roads and make recommendations for any necessary work required prior to/in conjunction with the contract.
- Prepare road paving programs including preparing a ranking list and cost estimates
- Coordinate road paving programs with PennDot Rep.
- Update exiting long term paving programs yearly
- Evaluate the needs for installation of ADA curb ramps in compliance with PennDot requirements
Building Demolition Projects
Review and coordinate with other Pennoni divisions for scope of work including:
- Structural and environmental divisions
- County and/or State requirements
- Prepare bid documents
Flood Plain Management
- Have Flood Plain Manager CFM certification
- Be familiar with FEMA Flood Plain Regulations for flood proofing and building elevation
- Be familiar with local ordinances regarding flood plain management
- Be familiar with FEMA Substantial Damage Estimator Tool
- Understand FEMA flood maps
Required Attributes
- 8-12 years experience working on Municipal engineering projects
- Bachelors Degree - Civil Engineering
- MS Office Skills
