Chief Financial Officer
ATSC is seeking a Chief Financial Officer (CFO) to manage all aspects of a company's financial operations and strategy. This includes financial planning, accounting, budgeting, risk management, and reporting. work in support of corporate operations. Qualified candidates will have experience supporting small and mid-size businesses in the government contracting arena and demonstrated experience supporting an aggressive growth strategy. Prior work with Mergers and Acquisitions (M&A) is a plus. Candidates with a CPA are preferred.
Responsibilities:
- Manage day-to-day financial operations and provide overall leadership for the Accounting and Finance teams, including hiring, training, and performance management.
- Serve as senior finance representative on the Executive Team and collaborate with Executive Team and CEO.
- Establish key financial metrics for Executive Team and develop/maintain reporting.
- Coordinate with the CEO and President to establish budgets and provide monthly, quarterly, and annual reporting for performance vs. projections.
- Manage invoicing and A/R for all contracts/projects.
- Develop and oversee financial operations including cash management and payroll in compliance with U.S. government regulations.
- Providing financial analysis and guidance to the executive team to support strategic decision-making for financial statements.
- Work directly with the CEO and President to structure company profitability targets (gross margin, net income, and EBITDA).
- Ensure adequate financing for operations by minimizing outstanding accounts, negotiating favorable payment terms, and maintaining adequate lines of credit with most favorable interest expenses.
- Support RFP process and selection of an external audit firm oversee activities with the selected firm, and coordinate resources to meet audit team requirements.
- Develop internal controls and monitoring to mitigate intentional/unintentional loss.
- Contribute subject matter expertise for strategic bids and rate strategies.
- Engage with counterparts for prime/subcontractor teaming partners. Building and maintaining relationships with investors and other stakeholders
- Ensure compliance with DCAA CAS and DCMA FAR requirements.
- Establish and maintain channels of communication with Government Contracting Officers.
- Provide guidance and recommendations to implement effective tax strategies.
- Support the company’s growth strategy including identifying M&A opportunities and supporting due diligence.
- Respond to RFIs from CEO and Board of Directors, and support RFIs for external business and banking relationships.
Requirements:
- U.S. citizenship and ability to pass a pre-employment background investigation.
- Aerospace or DOD finance experience required
- Current security clearance or eligibility to obtain a clearance.
- Bachelor's degree in Accounting required; Master's degree preferred.
- CPA is highly desired.
- 10+ years of experience as a CFO, Controller, Finance Director/VP, or similar responsibility.
- Prior experience with a small or mid-sized government contracting firm required; large firm experience is a plus.
- Expertise with DCAA and DCMA regulations and compliance.
- Expertise with rate management standards.
- Mergers and Acquisitions (M&A) experience preferred.
