Overview:

We are seeking a Budget Analyst to formulate, execute, and analyze complex budgets in support of DOE National Energy Technology Laboratory’s (NETL) mission.  Will support annual budget request submissions and financial reporting on a monthly and quarterly basis to include actual versus plan and obligation/outlay forecasts.  Provides input for year-end closing reports.  Provides budget justification narratives and briefing materials.  Responsible for ad-hoc financial analyses and reports.  Maintain documentation for budget realignment/reprogramming and to support audits.   Prepare and present budget status and projections.

Responsibilities:

Core Responsibilities:

Budget Formulation Support:

  • Assist in the development, preparation, and justification of NETL's annual budget requests to DOE HQ and Congress, adhering to established timelines and formats.
  • Conduct in-depth analysis of budget proposals, program plans, and historical spending data to identify trends, forecast future requirements, and evaluate financial implications.
  • Prepare detailed budget narratives, briefing materials, and presentations for various stakeholders, including NETL leadership, DOE programs, and congressional staff.
  • Support the development of budget estimates for new programs or initiatives, including resource allocation strategies and cost-benefit analyses.
  • Collaborate with program managers and technical staff to translate program goals and objectives into quantifiable budget requirements.

Budget Execution and Monitoring:

  • Monitor and track budget execution against approved plans, identifying variances and potential issues.
  • Prepare regular financial reports, including actual vs. planned expenditures, obligation and outlay projections, and fund availability status.
  • Process budget realignments, transfers, and reprogramming requests, ensuring compliance with all applicable regulations and policies.
  • Provide guidance and support to program managers on budget execution principles, cost control measures, and financial reporting requirements.
  • Reconcile financial data across various systems (e.g., STARS, iPortal, PRISM) to ensure accuracy and consistency.
  • Assist in the year-end closing process, including preparing necessary financial statements and reconciliations.

Budget Analysis and Reporting:

  • Conduct comprehensive financial analysis to assess the fiscal health of NETL programs and projects.
  • Develop and maintain financial models and tools to support budget forecasting, scenario planning, and decision-making.
  • Prepare ad-hoc reports and analyses as requested by NETL leadership, identifying areas for efficiency improvements or resource optimization.
  • Provide expert advice and recommendations on budget-related matters, including fiscal policy changes, allocation strategies, and financial risk mitigation.
  • Analyze the impact of legislative changes, policy updates, and economic conditions on NETL's budget and operations.
  • Develop and present financial data in a clear, concise, and understandable manner to both financial and non-financial audiences.

Policy and Compliance:

  • Ensure all budget activities comply with federal laws, Office of Management and Budget (OMB) circulars, Treasury policies, DOE directives, and NETL procedures.
  • Stay informed of changes in federal budget policy and guidance, assessing their potential impact on NETL.
  • Assist in the development and implementation of budget processes controls.
  • Support audit activities by providing requested documentation, explanations, and analyses.
Qualifications:

Education and Experience:

  • Bachelor’s degree in Accounting, Finance, or related field.
  • 10+ years of professional developmental experience.
  • Proven experience in government project accounting or similar roles. 
  • Strong understanding of federal laws, Office of Management and Budget (OMB) circulars, Treasury policy, DOE directives and NETL procedures.
  • Excellent attention to detail and organizational skills.
  • Ability to work independently.

Travel

May be required to travel to meet with management and clients.

Work Location

This position will be remote in the Washington, DC area.

Hours of Work

  • This is typically an 8 hour per day daylight schedule.
