The California Department of Public Health (CDPH) and Heluna Health seek a highly skilled Special Projects Manager (SPM) to join the CDPH Office of Policy and Planning (OPP). Under the direction of the OPP Deputy Director, the SPM will conduct high-level project management including comprehensive needs assessment, data analysis, and community engagement to identify needs; collaborative to align public health needs and programmatic goals; and coordination of collective action on identified shared objectives. The SPM advises OPP, Directorate, and CDPH leadership and makes expert recommendations on high-profile, controversial, urgent and priority public health needs and will work with OPP and CDPH leadership to implement strategies that support, streamline, and strengthen the public health system across CDPH, Local Health Jurisdictions (LHJ), and government and community partners.

Salary range: $94,464.00 - $117,372.00 per year based on experience/qualifications
ESSENTIAL FUNCTIONS
- Independently manage large, complex, high priority, and sensitive projects.
- Conduct community engagement to assess public health needs.
- Perform independent research and analysis.
- Lead collaborative efforts with CDPH Leadership, LHJ, and government and community partners to integrate public health planning efforts with identified community needs.
- Provide expert advice and mentorship to CDPH leadership regarding alignment of public health needs and program goals.
- Coordinate and facilitate community stakeholder meetings.
- Serve as a liaison for Local Health Jurisdictions and other public health partners.
- Provide project management including project development, tracking, research and analysis, program planning, and project reports.
- Support the preparation of OPP reports and other work products including the Core Module, State of Public Health Report, State Health Assessment and Improvement Plan (SHA/SHIP), State Health Equity Plan (SHEP), Policy and Legislative analysis and development and other OPP program work.
- Provide Technical Assistance to LHJ and CDPH staff related to alignment of community public health needs and program work.
- Advise management on strategies to strengthen and streamline public health efforts and align CDPH work with public health needs to ensure the most impactful support of and improvement to community health.
- Collaborate to analyze new, complex statutory requirements and their impact on public health program delivery.
- Assist staff with understanding changes in regulatory requirements affecting public health and public health program delivery.

JOB QUALIFICATIONS
- Proven success in managing complex, high-profile, sensitive projects
- Ability to synthesize regulations, policies, input from subject matter experts, and community partners into actionable public health program recommendations that meet the needs of all stakeholders and align with project goals
- Demonstrated successful use of Project Management methods and tools
- Experience providing advice and recommendations in area of expertise to leadership and staff at all levels of an organization.
- Proven success collaborating and coordinating with multidisciplinary teams, governmental entities and community stakeholders
- Advanced interpersonal communication skills, including active listening, presentations, meeting facilitation and trauma-informed responsiveness.
- Advanced judgement, analytical and decision-making skills and advanced diplomacy for navigating sensitive issues.
- Discretion in handling confidential documents or issues.
- Skilled at gathering and integrating feedback from subject matter experts, program staff, LHJs and community stakeholders
- Ability to work with CDPH stakeholders to interpret public health data, and integrate findings into documents, using visuals like charts and graphs to enhance understanding.
- Experience leading inclusive engagement including with underserved communities (e.g., youth, older adults, rural communities, farm workers, formerly incarcerated, and people experiencing homelessness)
REQUIRED EDUCATION
- Bachelor’s Degree or higher.
- Degrees of interest include Business, Public Policy, Public Health or a related field.

WORK ENVIRONMENT
This position is remote and must be available during normal Pacific Time Zone working hours. Must have functioning internet access in remote location.
