Program Manager - AWP

About the role

This is a leadership opportunity to shape how infrastructure programs are governed and delivered across Victoria’s rail network. As Program Manager – Annual Works Plan (AWP), you’ll oversee governance, compliance and performance across all phases of the AWP lifecycle. You’ll facilitate and lead governance forums, manage reporting, and work closely with internal and external stakeholders to ensure alignment with V/Line’s asset management objectives.

You’ll also play a key role in fostering a safe and collaborative workplace, while supporting the growth and development of the Program Governance team.

Key accountabilities include:

·        Provide governance and compliance oversight across all phases of the AWP.

·        Ensure adherence to the MPM Program Framework, including gate approvals and procedural compliance.

·        Chair governance forums including the Program Control Group and Change Control Group.

·        Facilitate preparation of Steering Committee report, papers and assist the Chair by presenting program updates at the forum meetings.

·        Lead design coordination forums and represent AWP governance in internal and external audits.

·        Oversee end-to-end program delivery risks, ensuring alignment with budgets, schedules and risk protocols.

·        Manage program-level risks and issues, ensuring timely escalation and resolution.

·        Oversee project controls including cost estimates, P6 schedules, forecasting and re-baselining.

·        Track benefits realisation and maintain a shelf-ready work bank to manage budget underspend.

·        Collaborate across Strategic Planning, Engineering, Finance, EPMO and Infrastructure teams.

·        Deliver accurate and timely governance reporting to internal and external stakeholders.

·        Lead and support the Program Governance team, fostering accountability and continuous improvement.

·        Drive updates to governance frameworks and support the evolution of delivery practices.

 

About you

You’re a confident communicator and strategic thinker who thrives in complex environments. You bring clarity to conversations, guide teams through challenges, and make decisions that keep programs moving. You’re comfortable presenting to varied audiences, influencing outcomes, and building strong relationships across functions.

You’ve led infrastructure programs from end to end and know how to navigate governance, delivery and stakeholder engagement with precision. You care about creating a positive experience for those you work with and take pride in driving results that matter.

Our ideal candidate will possess the following:

·        Senior Project Manager or Program Manager experience in infrastructure.

·        Strong stakeholder engagement and communication skills.

·        Ability to lead presentations and cross-functional collaboration.

·        Deep understanding of program governance, stage gate processes and lifecycle planning.

·        Proficiency in cost estimation, scheduling (P6), financial forecasting and earned value reporting.

·        Experience leading teams, mentoring staff and fostering high-performance culture.

·        Skilled in negotiation, conflict resolution and governance reporting.

·        Proven ability to implement process improvements and drive program maturity.

·        Strong communication skills, including the ability to produce and present governance reports and briefings.

·        Demonstrated alignment with V/Line’s values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.

Highly regarded

·        Tertiary qualifications in engineering are preferred.

·        Rail industry background is preferred.

·        Experience in similar role
