Director of Card Services
The Director of Card Services provides strategic leadership and oversight for all aspects of card-related operations at the credit union, including debit, credit, ATM, prepaid, and digital card services. This role is responsible for driving operational excellence, enhancing the member card experience, managing vendor relationships, and ensuring compliance with all regulatory and network requirements.
What you will do…
- Strategic & Operational Leadership
- Develop and execute the overall card services strategy aligned with the credit union's strategic goals.
- Lead and mentor the Card Services team, including managers, specialists, and support staff, promoting operational efficiency, service excellence, and compliance.
- Oversee all card programs and services (debit, credit, ATM, prepaid, digital wallets), ensuring performance standards, fraud controls, and member satisfaction goals are met.
- Analyze card portfolio performance and member usage trends to identify growth opportunities, service enhancements, and cost efficiencies.
- Uses KPIs to drive card usage, activation, and profitability
- Member Experience & Service Delivery
- Champion a member-first culture by ensuring consistent, high-quality card services delivery across all channels.
- Partners with internal departments such as Member Services, Risk, Compliance, and IT to improve the cardholder journey and resolve escalated member issues.
- Lead the design and implementation of new card products, services, and digital capabilities to meet evolving member needs.
- Risk Management & Compliance
- Ensure full compliance with regulatory requirements (e.g., Reg E, Reg Z, PCI-DSS, BSA/AML) and card network rules (Visa, Mastercard, CO-OP, etc.).
- Maintain effective fraud mitigation strategies and lead responses to fraud incidents or disputes.
- Collaborate with internal audit, risk, and compliance teams to support audits and maintain robust operational controls.
- Vendor & Partner Management
- Manage relationships with key third-party vendors and card processors, negotiating contracts, ensuring service level agreements (SLAs), and evaluating performance.
- Collaborate with technology partners to ensure the availability and security of card systems and platforms.
- Team Development & Leadership
- Lead by example, modeling the credit union’s core values and fostering a culture of trust, accountability, and excellence.
- Support ongoing staff development through training, coaching, and performance feedback.
- Build a team culture that emphasizes innovation, diversity, inclusion, and collaboration.
What you need…
- 7-10 year of experience in card services, electronic payments, or related financial operations.
- 6+ years of leadership experience, 8 preferred
- Credit union or community banking experience strongly preferred.
- Strong leadership and communication skills with a collaborative mindset.
- Strategic thinker with a passion for innovation and operational excellence.
- Bachelor's degree preferred
- Knowledge of Federal, Credit and Regulatory policies such as; BSA, MLA, Reg E, Reg Z, Visa Regulations, etc.
- Knowledge of card transaction processing and tokenization
- Knowledge of PEFCU operational systems including, Symitar (core), Synergy, DocuSign, Visa, Visa DPS, etc.
- Leadership - Establishes work standards and expectations for self and others. Appropriately assigns/delegates work and authority to others in the accomplishment of goals. Always keeps goals and objectives in sight, monitors progress toward goals and works to overcome barriers and obstacles.
