DUTIES/RESPONSIBILITIES: This position manages the Narragansett Bay Commission’s Treasury functions, including debt, banking, investments, cash management, long-term financial planning, and the trustee relationship. Establish policies and procedures for budgeting, cash management, debt issuance, financial record keeping, long-term financial planning, and treasury functions based on best practices as set forth by GFOA and conformance with federal and state law, as well as NBC Rules and Regulations. Lead financial planning activities, including long-term financial modeling that incorporates operating and capital needs, available funding, rate base changes, and the operating budget impacts of capital budgets to determine debt issuance needs and rate impacts. Prepares RFQ/Ps for Investment Banking, Trustee, Municipal Advisor, Arbitrage Reporting, and Banking services. Works with bond counsel and the municipal advisor to develop and implement the least cost financing of the Capital Improvement Program. In conjunction with bond counsel and the municipal advisor, drafts and presents all requests to issue debt, including supporting memos and authorizing resolutions to the Board. Develops, reviews, and updates NBC’s Investment Policy to ensure compliance with State Law, the Trust Indenture, and Best Practices. Manages all aspects of debt management. Ensures compliance with continuous disclosure agreements. Ensures post-issuance tax compliance through the administration and annual review and updating of policies and procedures that ensure compliance. Prepares credit rating presentations and provides updated information as needed. Oversee cash management and establish policies and procedures to ensure compliance with Trust Indenture fund deposit and transfer requirements, as well as state law with respect to permitted investments and collateral requirements. Ensures compliance with the Trust Indenture with respect to reporting, flow of funds, additional bonds tests, rate covenants, and works closely with bond counsel and tax counsel. Prepares applications for filing for Division approval to enter long-term debt, including written testimony and schedules, as well as the drafting and conceptualizing of the application to be filed. Ensures the timely filing of related applications for rate relief and/or long-term debt approvals to ensure sufficient capital funding and prepares written testimony and schedules to support debt-related rate relief applications with the PUC. Keeps meticulous records of all activities to document compliance and coordinates all IRS audits with bond counsel. Manages the development of the long-term financial model in conjunction with the Municipal Advisor. Prepare the long-term planning section of the Annual Budget. Manages NBC’s relationship with its primary banker and serves as the administrator for banking, lockbox, investments, and trust services. Maintains NBC’s investment portfolio and provides reports compared to benchmarks. Prepare and present the monthly financial report to the Finance Committee. Prepares and presents Board Resolutions and supporting memorandums for all finance items to the Finance Committee and Board of Commissioners for review and approval. Lead the solicitation and purchase of electricity and gas supplies, relying on and incorporating technical advice from third-party expert advisors and NBC technical staff, to ensure sufficient energy supplies. Provide directions with respect to the financial aspects of NBC’s renewable energy programs, which include the tracking of Net Metering Credits and the sale of Renewable Energy Credits. Oversee the risk management function related to the purchase of private insurance and the self-insurance program. Perform other duties and special projects assigned.
EDUCATION/EXPERIENCE/SPECIAL REQUIREMENTS:
EDUCATION/EXPERIENCE: Must have ten years of experience working in finance or treasury with related experience in municipal debt issuance, investments, and banking. A four-year degree in finance or a related field is required, with an MBC preferred.
JOB KNOWLEDGE, SKILLS AND ABILITIES: Qualified candidates must have demonstrated knowledge of municipal bond issuance, investment principles, cash management, compliance reporting, and banking. Candidates must have excellent interpersonal, organizational, writing, and communication skills.
