Purpose and Scope:

This position reports to the School Compliance Manager to ensures consistent accounting practices that lead to operational and fiscal compliance. Responsible for all schools. Must strictly adhere by law to the Tennessee Internal School Uniform Accounting Policy Manual. Serves as primary backup for School Compliance Manager.

Essential Job Functions:

1.Provides exemplary customer service and support for all the schools by handling escalated issues utilizing the rules and procedures established by law in the Tennessee Internal School Uniform Accounting Policy Manual and monitoring implementation of established best practices. Responds to unusual and critical calls and emails for service and assistance. Makes school visits to resolve issues as necessary.2.Confirms that the bookkeepers in the schools and School Compliance staff adhered to all pertinent federal, state, local and Shelby County Schools (SCS) policies, procedures, laws, regulations, codes, ordinances and standards of quality and safety on compliance issues for all schools. Follows the best practices established by the SCS compliance and audit departments.3.Responsible for auditing and analyzing the accuracy and timeliness of financial activity for all schools including budget, grants, payroll, receipt of monies including all donations, purchase requisitions, and other financial activity. Confirms money was receipted and deposited correctly and submitted to the Compliance Office properly.4.Audits and analyzes up to 10,000 local, national and international field trips a year using Federal, SCS and parental donation funds, travel authorizations for Principals, Assistant Principals and Teachers, mileage reimbursements for the school staff and all donations. Audits and analyzes related documents for accuracy. Prepares monthly and annual field trip, travel and donation reports for the Director of School Compliance to present to the Assistant Superintendent of Academic Operations and School Support.5.Audits and analyzes financial statements, bank reconciliations and purchases from all schools for compliance monthly. Confirms completion, accuracy, and timeliness. Reports any discrepancies to School Compliance Manager and the Principal6.Researches key issues such as consulting the Tennessee Internal School Uniform Accounting Policy Manual to determine if paying sales tax on certain purchases is necessary. Analyzes, evaluates and makes recommendations based on research.7.Provides support by answering complex questions and simplifying difficult instructions for the bookkeepers in the schools and School Compliance staff on accounting issues such as applying revenue by setting up the chart of accounts.8.Analyzes and researches databases for all schools to ensure accurate information, statistics and other data, on the federal, state, grant and SCS budgets. Performs research using software such as Student Funds Online (SFO), APECS and Excel. Audit and analyzes all the budgets for all the schools to confirm sound and consistent fiscal operation and adequate safeguarding of financial resources from multiple sources. Notifies the School Compliance Manager and Principal of any issues. Follows SCS financial compliance best practices. Monitors School Substitute Teachers budget in APECS.9.Instructs new bookkeepers in the schools, School Compliance staff and other school staff on the Tennessee Internal School Uniform Accounting Policy Manual and Student Funds Online (SFO) software as needed. As new updates are developed and new bookkeepers in the schools are hired, training is provided on whatever compliance methods and procedures they specifically need to learn. Provides site-based training as needed.10.Serves as primary backup for the School Compliance Manager.11.Creates and administers semi-annual needs assessment surveys to structure training curriculum for the bookkeepers in the schools, School Compliance staff, Principals and other school staff. Develops solutions to streamline office procedures to increase efficiency and productivity. Collaborates with the School Compliance Manager to develop a Standard Operating Procedures Manual which is a quick reference guide on accounting and compliance for the bookkeepers in the schools, School Compliance staff, Principals and other school staff to solve problems independently before escalating issues to a higher level.12.Designs and facilitates bi-monthly and semi-annual training on the Tennessee Internal School Uniform Accounting Policy Manual and Student Funds Online (SFO) software for compliance issues. Designs curriculum and facilitates annual 8-hour Summer Institute and online modules as needed. Conduct basic professional development training for all Principals on field trips, travel authorizations, all donations, mileage, and internal audit procedures at Principals Institute, one-day training at School Compliance Assistants Institute and Career and Technology (CTE) District Learning Days. Provides individualized training as needed. 13.Collaborates with other SCS departments such as Risk Management, Finance, Payroll and external contacts such as federal, state and grantor officials as necessary to complete projects. Develops and presents project reports. 14.Coordinates office activities to support the School Compliance Manager in administrative and technical details such as administering the software for field trips.15.Compiles and maintains administrative, budget, and other confidential files such as travel authorization forms.16.Performs other related duties as assigned or directed.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's degree in Public Administration, Business Administration, Human Resources or Technology and 2 years of experience or a combination of equivalent education and/or directly relevant experience for a total of 6 years.
