Overview:

The Program Manager will support a federal security program by coordinating vetting processes, analyzing program performance, and enhancing compliance with national security requirements. This role ensures that policies and procedures are effectively implemented, stakeholders are engaged, and risks to personnel, facilities, and information are minimized.

Background:

This position supports a federal security program responsible for protecting personnel, facilities, and information while strengthening the organization’s overall security posture. The program develops and implements security policies, coordinates with stakeholders across multiple offices, and provides training and awareness to ensure compliance with national directives.

 

The selected candidate will play a central role in advancing initiatives that safeguard sensitive operations, improve processes, and support collaboration across diverse mission areas. This includes coordinating with stakeholders, analyzing program performance, and helping to implement standardized procedures that reduce risk, promote compliance, and strengthen resilience against evolving threats.

Responsibilities:
  1. Serve as the primary point of contact for processing and coordinating Foreign National Visitor/Guest (FNV/G) information to ensure completeness, accuracy, and compliance with security standards.
  2. Review, validate, and coordinate data with internal stakeholders to resolve deficiencies and expedite vetting processes.
  3. Track and report on recurring data gaps or issues, and provide targeted guidance to improve submission quality.
  4. Gather, maintain, and analyze program metrics to evaluate effectiveness, identify trends, and inform leadership decisions.
  5. Support the development and implementation of training, awareness, and reporting programs that enhance organizational security culture and compliance.
  6. Contribute to the creation and advancement of program tools such as self-inspection checklists, performance measures, and analytics to strengthen operational processes.
  7. Engage with stakeholders across the Department to support consistent program implementation and continuous improvement.
  8. Perform other program management or security-related duties as assigned to advance mission objectives.
Qualifications:
  • Active Top Secret clearance with SCI eligibility (based on a current, in-scope SSBI).

  • Must have been debriefed from SCI within the past 24 months, including SI/TK/HCS/G compartments.

  • Eligible for SCI crossover with submission of Form 4414 (SCI Debriefing Acknowledgement).

  • Approximately 4 years of related professional experience, with at least 1 year in a supervisory or leadership capacity.

  • Demonstrated experience coordinating with stakeholders and resolving data or compliance gaps.

  • Strong analytical skills with the ability to compile, interpret, and present program performance metrics.

  • Excellent communication skills, with the ability to provide clear guidance and training to diverse audiences.

  • Proven ability to manage sensitive information with discretion and adhere to established security policies and procedures.

Education:
  • Bachelor’s degree in a related field (e.g., Security Studies, International Relations, Criminal Justice, Public Administration, or similar).

  • Equivalent combinations of education and professional experience may be considered.

Location and Work Hours

  • Primary Work Location: U.S. Department of Commerce Headquarters – Herbert C. Hoover Building (HCHB), 1401 Constitution Avenue NW, Washington, D.C. 20350.

  • Work Schedule: Standard business hours (Monday through Friday). Occasional flexibility may be required to support mission needs.

  • Telework: Limited telework may be authorized on a situational basis (e.g., hazardous weather, public transportation disruptions, or other circumstances) with prior approval from the Government Task Manager (GTM) or designated representatives. Telework is performed at the Unclassified Controlled Unclassified Information (CUI) level and may be revoked at any time based on mission requirements.
