We’re looking for a dynamic and driven Planning & Estates Manager to join our Strategic Development Team. This is a unique opportunity to play a key role in securing and developing long-term mineral resources across the Southwest and other strategic locations.
About the Role
You’ll support the Consenting & Development Manager in delivering complex planning and estate management projects. From managing land and property assets to coordinating specialist consultants, your work will directly influence the success of our mineral strategies, including key sites such as Whatley, Westdown, and Tytherington.

- Lead and coordinate external consultants to deliver planning and consenting outcomes.

Planning & Estates Manager – Strategic Projects
Purpose of the role
- The Strategic Development Team is focused on the expansion and exploration of new mineral opportunities to assist the development of the company and whilst including the Southwest Minerals Strategy covering the Company’s operations in form of Whatley, Westdown and Tytherington there are also other areas that from time to time will be explored to ensure long term mineral and development resources.
- The key aspects of the role are to provide support to the consenting and development manager across the various projects and key business requirements in relation to the overall estate management of assets in form of land and property as well as project manage a number of key consultants that assist the department in the delivery of the schemes from a planning and consenting perspective.
- Areas of responsibility include the assistance in the procurement of land and mineral reserves and resources with the necessary permits to operate the UK businesses in a cost-effective manner.
- Specific knowledge of specialist disciplines specific for the role which include land management, negotiation and acquisition. In addition, the role requires specialist knowledge and understanding relating to both mineral resource identification and assessment, quarry and tip design, geotechnical issues, land surveying.
- Co-ordinating and project managing major schemes and planning applications as part of the Strategic Project Team.
- Ensure the cost-effective management of all land, property, mineral resources and planning permissions and other permits, within designated areas of responsibility
- Assist with the acquisition and disposal of land, property and mineral reserve projects and in obtaining, maintaining and the implementation of planning permissions and other permits as required from time to time.
- Supporting the Strategic Project Team as a subject matter expert in order to critically review and assess the technical work of others and challenging the outcomes to ensure the best possible outcomes for the business.
- Managing expenditure on specific projects in line with budgets and other authorisation
- Developing business cases for infrastructure as a prelude to site design, acquisition and consenting following market studies and need assessments.
- Site search / identification and alternative site assessments.
- Managing both the Strategic Projects Team and LMR expenditure on specific projects in line with budgets and programme requirements.
- Acting as a key interface with local authorities and other relevant stakeholders on all planning related matters as part of the Strategic Project Team.
- Contributing to the development and delivery of stakeholder engagement plans.
- Managing local interfaces and stakeholders, protecting the organisations reputation and fostering strong local relationships in light of queries and complaints.
- Providing specialist advice and support on planning and mineral and land management issues.
- Liaising with the business lines at operational levels to ensure the provision of timely, efficient and effective advice to ensure that the strategic aims of the company are met.
Education/Qualification
- Degree or equivalent in planning, property, minerals estates management or related disciplines relative to the role.
- Postgraduate qualification in planning, property, minerals estates management or related disciplines relative to the role.
- Proven experience in the minerals/quarrying industry in minerals estates management and mineral planning.
