The City of Mansfield Engineering Department is seeking an Assistant Director of Engineering Services OR Development Manager. See description for the minimum qualifications for this position. The ability to communicate effectively with City management and elected officials is critical to the performance of this position and will be a significant factor in the evaluation of applicants. A cover letter and resume must be submitted to be considered for the position.

 

JOB DESCRIPTION

Responsible for providing leadership and oversight of the City’s development review and engineering project management functions. This position supervises the development team, reviews plats, site plans, zoning cases, and construction plans, and ensures compliance with engineering standards, ordinances, and regulations. The position also contributes to improving the City’s development processes, including current initiatives to streamline review through Lean process improvement. May act as Director of Engineering Services when designated.

 

EDUCATION, TRAINING AND EXPERIENCE

ASSISTANT DIRECTOR

  • Bachelor’s Degree in Civil Engineering or related field from an accredited college or university.
  • Ten (10) or more years of progressive experience in engineering design, analysis, review, or project management.
  • Demonstrated experience serving as a departmental advisor or acting director.
  • Proven record of responsibility for budget development, long-range planning, and making presentations to governing bodies.
  • Licensed as a Professional Engineer in the State of Texas.
  • Valid Class "C" Texas Driver’s License.
  • Certified Floodplain Manager (CFM) desirable.

 

DEVELOPMENT MANAGER

  • Bachelor’s Degree in Civil Engineering or related field from an accredited college or university.
  • Seven (7) or more years of progressive experience in engineering design, analysis, review, or project management, with at least three (3) years in a supervisory or managerial role.
  • Licensed as a Professional Engineer in the State of Texas.
  • Valid Class "C" Texas Driver’s License.
  • Certified Floodplain Manager (CFM) desirable.

    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES FOR  BOTH POSITIONS

    • Expert knowledge of civil design, development review, construction, cost estimating, and project management.
    • Knowledge of hydraulic and hydrologic analysis and flood study reviews.
    • Knowledge of floodplain development permits and related permitting processes.
    • Knowledge of federal, state, and local laws and regulations governing development, floodplain management, and public infrastructure.
    • Knowledge of municipal planning and budgeting practices.
    • Strong leadership, supervision, and staff development skills.
    • Ability to analyze and evaluate major projects, policies, and procedures and provide recommendations.
    • Ability to build effective working relationships with City staff, developers, consultants, contractors, elected officials, and the public.
    • Excellent written and oral communication skills, with the ability to present complex technical issues clearly.
    • Proficiency with engineering and office software, including GIS and project management tools.

    EXAMPLES OF WORK TO BE PERFORMED FOR BOTH POSITIONS

    • Direct and supervise the Development Team, including assigning work, mentoring, training, and evaluating performance.
    • Oversee engineering review of plats, site plans, zoning cases, development agreements, and construction plans to ensure compliance with City standards, ordinances, and best practices.
    • Coordinate with developers, consultants, surveyors, and utility companies to resolve complex issues and advance projects.
    • Assist the Director in preparation and administration of the department’s annual operating budget; monitor expenditures and recommend adjustments.
    • Participate in long-range planning, including infrastructure master plans for water, wastewater, storm drainage, and transportation.
    • Review and recommend updates to engineering design manuals, subdivision ordinances, standard construction details, and other technical documents.
    • Represent the Engineering Department as part of the Development Review Committee and other interdepartmental or regional groups and associated meetings.
    • Prepare and deliver presentations to City Council, Planning and Zoning Commission, Capital Improvements Advisory Committee, and other boards or commissions.
    • Ensure compliance with federal, state, and local regulations, including floodplain development permits and related permitting processes.
    • Implement and monitor quality control processes for engineering design, plan review, and project documentation.
    • Address and resolve citizen inquiries, complaints, or concerns related to engineering and development.
    • Perform other related duties as assigned.

    ADDITIONAL DUTIES AT THE ASSISTANT DIRECTOR LEVEL

    • Serves as a key advisor to the Director of Engineering Services.
    • Plays a key role in long-range planning, including infrastructure master plans.
    • Delivers presentations to City Council and other boards or commissions.
    • Serves as Acting Director of Engineering Services when designated.

     

    ESSENTIAL PHYSICAL FUNCTIONS

    The physical activity of this position includes:

    • Reaching. Extending hand(s) and arm(s) in any direction.
    • Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
    • Fingering. Picking, pinching, typing or otherwise working primarily with fingers rather than the whole hand.
    • Grasping. Applying pressure to an object with the fingers and palm.
    • Talking. Expressing or exchanging ideas by means of the spoken word, including conveying detailed or important spoken instructions.
    • Hearing. Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication and to make discriminations in sound.

    The physical requirements of this position:

    • Sedentary work. Exerting up to 10 pounds of force occasionally and/or a negligible amount frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

    The visual acuity requirements including color, depth perception, and field vision:

    • The worker is required to have close visual acuity to perform activities such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection; and using measurement devices.

    The conditions the worker will be subject to in this position:

    • None. The worker is not substantially exposed to adverse environmental conditions.
