SUMMARY:
Administers and provides support for Human Resources Information System (HRIS) modules, maintaining integrity and accuracy of database. Performs complex professional staff services in any of the areas of human resource practices; plans, administers, and manages countywide HR programs and coordinates program elements; and assists in the development and revision of human resources programs, policies, and procedures.
PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
- Oversees and ensures effective use of related information systems and technologies applicable to HR. Performs analysis, maintenance, and complex reporting of employee data. Updates benefits, classification/compensation, and related human resources tables. Acts as liaison to technology staff to resolve problems. Maintains HRIS information and records and compiles reports from the database as requested. Participates in system implementations, upgrades, and changes; tests and validates system updates ensuring accuracy and integrity of system.
- Responds to general questions from managers, supervisors, employees, and applicants, providing information on HR programs, benefits, and procedures; explains policies and procedures regarding promotion, demotion, transfer, pay administration, recruitment, employee status, and other related information; refers questions requiring more in-depth policy interpretation to Supervisor.
- Performs general benefits administration support, conducts open enrollment meetings, and conducts group and individual meetings to inform employees of benefits and obtain proper documentation for newly hired employees and employees with status changes. Processes terminated or retired employees; notifies employees of retirement and insurance rights; completes the appropriate change forms regarding termination of benefits and COBRA eligibility. Provides County-wide communications regarding changes/updates in benefits.
- Administers leave of absence programs including FMLA, sick leave, military leave, long-term disability, leave without pay, and paid family leave programs. Responds to employee inquiries regarding leave of absence programs; works closely with Payroll Administrator to ensure employee’s pay and status changes are processed correctly. Works with benefit providers regarding coverage and enrollments; and assists employees with questions regarding benefits and leave interactions.
- Coordinates the administration of workers’ compensation procedures; assists with processing and tracking workers’ compensation cases.
- Assists the HR Assistant as needed and serves as back-up in the HR Assistant’s absence.
- Participates in special projects and studies as assigned; conducts basic research and surveys, collects, and summarizes information, and prepares written reports and recommendations.
- Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues, County information and HR records, and assures compliance with the confidentiality standards of the Privacy Act of 1974.
MINIMUM QUALIFICATIONS:
Education and Experience:
- Associate’s Degree in Human Resources or a related field is preferred
- 3-5 years of clerical, technical, administrative support, and computer experience is required
Required Licenses and Certifications:
- May be required to possess a valid Wyoming/Idaho Driver’s License and maintain an acceptable driving record.
Required Knowledge of:
- County organization, operations, goals, policies, and procedures.
- County, state, and federal laws, statutes, rules, and regulations governing Human Resources activities and functions.
- Principles and practices of public sector personnel systems, personnel files, and confidential records management.
- Principles and practices of regulatory compliance, employee relations, recruitment strategies, effective supervision, compensation and wage structure, benefits program administration, and workplace safety.
- Legal, ethical, and professional rules of conduct for government employees.
- Office practices and procedures and equipment and software.
Required Skills in:
- Analyzing HR service issues, evaluating alternatives, making recommendations based on findings.
- Understanding and applying County policies, and relevant state and federal laws, rules, and regulations.
- Administering human resources plans, policies, and procedures.
- Using initiative and independent judgment within established procedural guidelines.
- Preparing, maintaining, and reviewing confidential human resource records, reports, and documentation.
- Operating a personal computer utilizing standard and specialized software.
- Interacting with people of different social, economic, and ethnic backgrounds.
- Ability to maintain a high level of confidentiality.
- Communicating effectively verbally and in writing.
Physical Demands/Work Environment:
- Work is performed in a standard office environment. Some travel may be required for training and meetings.
