SUMMARY

This position is responsible for supervising and directing subordinate staff ultimately responsible for delivering a variety of projects within Charlotte Water’s Capital Improvement Plan. This position is responsible for overseeing all engineering activity in connection with the design, construction, rehabilitation, and maintenance of public water and wastewater infrastructure. The successful candidate also performs tasks related to human resource management; provides technical expertise and oversight to subordinate team members regarding individual project work plans, assistance with complex issues, budgets and schedules; and ensures the project teams work together to maximize program performance and the use of resources. This position requires a high level of interpersonal, technical, collaboration, and leadership skills.

The salary range for this position is $119,470/yr. - $132,745/yr. commensurate with experience.

ESSENTIAL JOB FUNCTIONS:        

  • Leads and provides guidance to a team of professionals responsible for delivering all phases of large-scale, multi-million-dollar projects within Charlotte Water’s Capital Improvement Plan, ensuring successful implementation despite differing project drivers, competing resources, and tight timelines.

  • Serves as gatekeeper for the section, while working closely with other Charlotte Water Division Managers to plan program use, establish staff workload resources, project assignments, and professional growth development and opportunities.

  • Conducts resource planning to ensure proper level of staffing and supports organizational adjustments or professional growth development and opportunities.

  • Mentors, trains, and develops project management and construction inspection staff.

  • Ensures project teams are efficiently managing projects with timely and accurate updates, including schedules, cash flow, forecasted spending, construction, and close-out.

  • Ensures quality customer service and communications; procurement policy adherence; contract oversight; responsible budget management; and that City Council requests for projects are vetted.

  • Assists staff, consulting engineers, and contractors, when appropriate, in scope development, conflict resolution, negotiations, and other activities associated with project design and implementation.

  • Provides design review, input, and oversight for water and wastewater construction and rehabilitation projects to ensure compliance with all appropriate design standards.

  • Participates in site inspections and project meetings with other staff, consulting engineers, and contractors.

  • Coordinates and maintains positive relationships with multiple municipal agencies.

  • Performs related duties as required.


MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in engineering, construction management, or a directly related field from an accredited school.

  • Seven (7) years of directly related work experience in engineering or construction management preferably in civil engineering or municipal capital improvement project management.

OR

  • Master's level degree in engineering, construction management, or a directly related field from an accredited school.

  • Five (5) years of related work experience in engineering or construction management preferably in civil engineering or municipal capital improvement project management.

Also required - Minimum three (3) years of successful direct supervisory experience

Licenses, Certifications or Registrations:

  • Requires certification as Professional Engineer in the state of North Carolina (or registered in another state with the ability to obtain registration in North Carolina within six months of hire).

  • Requires a valid driver’s license.

Knowledge, Skills and Abilities:

  • Knowledge of water and wastewater treatment processes, infrastructure, design, construction, maintenance, and rehabilitation.

  • Knowledge of and experience with different project delivery methods, including traditional and collaborative.

  • Knowledge of fundamental engineering and construction principles to initiate, plan, implement, and closeout projects.

  • Knowledge of project capital investment and cash flow terminology and strategies and ability to interpret, forecast, and report complex information.

  • Ability to decipher technical reports, provide oversight, offer solutions to complex problems and make decisions related to all aspects of project execution.

  • Ability to assist with determining resources, such as funding and staffing required for project delivery.

  • Ability to thrive in a demanding work environment, managing multiple, and sometimes competing priorities and needs for engineering services.

  • Ability to effectively lead, motivate, and develop a diverse workgroup with different skillsets, needs and priorities to consistently perform at a high-level.

  • Ability to successfully apply conflict resolution techniques for both internal and external customers, and perform effectively in a fast-paced, high-pressure environment.

  • Skill in practicing effective verbal and written communications to varied audiences and settings.

  • Skill in effective leadership, successful project/program management and ability to apply and direct change control principles to project planning and implementation. Possess effective leadership, collaboration, and interpersonal skills and an ability to build consensus among various stakeholders.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
