Minimum Qualifications of Education and Experience:
- Associate Degree in Building Inspection Technology, Construction Management, Engineering, Planning, Architecture or closely related field.
- Minimum of five (5) years of progressively responsible related experience in building inspections
- Demonstrated experience of two (2) years in an administrative capacity.
- Demonstrated experience leading or supervising a team.
- Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.
Nature of Work:
This position reports to the Director of Community Development and coordinates the activities of the inspections and building functions of the City of Mankato. Duties include a variety of administrative, technical, and supervisory work in planning, organizing, directing, and implementing State and local building code regulations and City ordinances. This position serves as the Chief Building Official for the City of Mankato.

Position Duties
Primary Essential Work Functions:
- Supervises, coordinates, and directs the activities of overall functions of the Building Inspections Division; establishes rules, regulations, and policies for the division in conjunction with the Director of Community Development.
- Directs and supervises inspections personnel.
- Responsible for the overall direction, coordination, and evaluation of the division.
- Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; evaluating performance; rewarding; disciplining employees; addressing complaints, and resolving problems of employees. Responsibilities also include the ability to effectively recommend hiring, transferring, promoting, demoting, suspending, and discharging employees.
- Administers, enforces, and interprets the State building code.
- Administers, enforces, and interprets the City housing, rental, nuisance, and building ordinances.
- Administers and enforces historic preservation and rehabilitation standards as adopted by the State of Minnesota and the City.
- Reviews, evaluates, and approves the plan review process and supervises others in their plan reviews; prepares technical responses; and meets with designers and contractors to discuss submitted plans.
- In coordination with the Director of Community Development and other City Departments, reviews and evaluates plans for compliance with state and local site development requirements, including zoning, grading, sediment control, and drainage standards.
- Prepares and reviews permit applications, reviews valuations, calculates permit fees, and issues permits and certifications of occupancy.
- Monitors inspections made by others and performs inspections.
- Establishes procedures, issues correction orders, and recommends legal action; assists the City Attorney in resolving legal matters by preparing documentation and data in legal proceedings.
- Monitors compliance of contractor licensing and design professional registration laws; reports violations to the City Attorney or appropriate State agencies.
- Prepares, submits, and justifies budget requests; authorizes and monitors the budgeted funds; budgets estimated revenues, monitors fee schedules, and suggests changes to the Director of Community Development.
- Submits an annual report on the division.
- Liaison with State Building Codes Division and other outside agencies.
- Acts as the staff liaison and administers the terms and functions associated with the state delegation for plan review and inspection services for the City of Mankato.

- Attendance during regularly scheduled work hours and outside regular hours as necessary.

Minimum Qualifications
Conditions of Employment:
- Possession of a State of Minnesota Certified Building Official Certification, or ability to obtain certification within six (6) months of hire.
- Must possess a valid driver's license and be able to drive in the state of Minnesota.
- Must successfully complete a pre-employment personnel assessment, background examination, physical examination, and drug test.
- Must maintain statutory Building Official certifications as required by the State of Minnesota.
- Ability to physically negotiate and inspect all types of construction sites and ability to communicate both verbally and in writing.
- Must comply with organizational and departmental policies.
- Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.
- Safety Sensitive Notice. This is a safety sensitive position which requires cannabis pre-employment drug testing. Safety sensitive position means a job in which an impairment caused by drug, alcohol, or cannabis usage would threaten the health and safety of any person.
Other Qualifications
General working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m., and outside of regular hours as necessary, including evening meetings.
