About This Opportunity 

As the Public Information Officer (PIO) for the City of Hillsboro’s Economic & Community Development Department, you will develop and manage strategic communications, informational activities, and branding and marketing efforts to achieve the department’s communications and outreach objectives.

You will serve in a high visibility role as a department spokesperson, overseeing community and media relations while working closely with other members of the City’s Communications Team. You will be challenged to be innovative and creative with your communications planning, while working as a team in a fast-paced environment. You will be appreciated by colleagues and community members while you work to serve the Hillsboro community of more than 111,000 residents and businesses.



What You Will Be Doing

The Economic & Community Development PIO will be responsible for developing and implementing the department’s strategic communications plans and associated campaigns under the direction of the Communications Manager and the Economic & Community Development Director. This position is embedded in the Economic & Community Development Department, while also working as part of the centralized Communications Team in the City Manager’s Office.



Primary Duties and Responsibilities:

  • Effectively communicating and disseminating information through written articles, social media, webpage updates, videos, fact sheets, brochures, and other informational materials.

  • Working closely with the Economic & Community Development Department Director, Communications Manager, and City communicators to coordinate Citywide updates and responses to questions.

  • Ensuring that City communications are effective in reaching culturally specific audiences, including underrepresented and underserved communities of color, in multiple languages.

  • Recognizing community interests and developing creative content (written/digital/video) that brings awareness to the City’s efforts to support local businesses.

  • Responding to requests for information from community members, media, external organizations, and departments (or designating an appropriate spokesperson).

  • Analyzing data and preparing clear, concise, and comprehensive correspondence, reports, studies, and other educational materials, including newsletters, budget narratives, internal communications, policies, and guidelines.

  • Providing information during and in response to crises, emergency incidents, and other critical situations.

  • Ensuring managers and colleagues are informed about developing situations and opportunities that could impact their work and the outcome of projects.

Ideal Candidate Profile:

The ideal candidate will be a strategic and creative communicator who can connect with diverse audiences and represent the organization with professionalism and impact. They will bring expertise in:

  • Developing and managing strategic communications, branding, and marketing initiatives that advance outreach goals.

  • Crafting clear, engaging content across multiple channels, including newsletters, news releases, brochures, social media, video, and print.

  • Serving as a spokesperson or providing public and media relations services.

  • Promoting and marketing programs, services, and events to enhance community awareness and participation.

  • Engaging community through in-person conversations, email outreach and responses, and online communication.

  • Translating complex or technical information into messages that are clear, accessible, and easy for the public to understand.



Current / Upcoming Projects: 

  • Calle Diez ProjectSupport the community visioning for the 10th Avenue/Calle Diez project and communicate the implementation of connected short-term projects.

  • Business Recruitment and RetentionAssist the City’s business recruitment and retention efforts, including target sectors such as the semiconductor industry, by promoting the strategic advantages of doing business in Hillsboro.

  • Affordable Housing: Communicate the City’s commitment to addressing housing affordability and the implementation of the City’s Affordable Housing Plan, including upcoming housing development projects.

  • Block 67: Support staff in Development Services with communicating announcements and updates on development process changes and highlighting key development projects, such as the Block 67 site redevelopment.

  • Transportation: Create awareness for community planning and policy making, such as the Washington County/Hillsboro Transit Study and community engagement opportunities.



Acceptable Training & Experience

Bachelor’s degree in Communications, Journalism, Marketing, Public Relations, or related field; and eight years of experience in public relations; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
