SUMMARY
The main purpose of this position: (1) Process, audit, and approve Past Service applications, (2) Process, audit, and approve payments crediting contributions and service to member’s accounts, (3) Process/respond to member, employer, Illinois reciprocal systems inquiries concerning service, contributions, and eligibility. To accomplish these duties, this position requires internal research and review of all applications, payments, support documents, member and employer records to determine eligibility for service using mainframe and PC programs. This position is responsible for the accuracy of the service costs and payment posting, which requires knowledge of various cost calculations and formulas. This position distributes cost information and processes past service payments totaling tens of millions of dollars annually.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Process applications for all types of past service credit. The functions of this duty, which are performed daily, include, but are not limited to:
• Analysis – Both current and past member records must be reviewed and analyzed to determine member’s eligibility for a specific type of past service credit. Knowledge of service application types, past and present IMRF policies, legal rulings, and procedures, and of the Illinois Pension Code statutes, as they relate to all areas of IMRF is of key importance.
• Research – Knowledge of the various resources, and ability to determine which of these resources should be used to locate diverse types of information.
• Resources include – IMRF Enterprise Benefit System (SPECTRUM), Imaging system, microfiche, microfilm, employer paper files, board minutes, Illinois Pension Code, IMRF Legal Interpretations, Authorized Agent’s Manual, and external documentation.
• Research Information – Member employment records, payroll records, employer resolutions, payment information, social security records, Illinois state statutes, IMRF policies and procedures.
• Data Organization – Enter applications and member information into doc log and the SV sub-system on SPECTRUM. Information includes, but is not limited to personal member information, earnings records, coverage periods, interest dates, cost factors/variances, and comments. Maintain, track, and organize workload individually and as a team. Prioritization is an essential skill for this position. Documents in the Imaging system WIP queues must be maintained in order that work is completed in a timely manner.
• Communications – Extensive oral and written communication skills are key in this position. Responsible for responding to member, employer, Illinois reciprocal and out-of-state retirement system inquiries.
• Computer-generated and manually written correspondence, in addition to daily oral communication, is required extensively.
2. Process, audit, and approve all past service payments. The functions of this duty include accurate and timely processing of payments, including entry and application of information into the SPECTRUM and Imaging systems. Ability to analyze payment records to resolve problems, track payment histories, credit contributions/service under correct general ledger, member and employer accounts. An understanding of accounting principles is necessary to process, audit and approve journal entries. Also, must have an understanding of tax laws as they apply to rollover situations. This duty is performed daily.
3. Respond to oral and written inquiries from members, employers, other IMRF departments, and reciprocal and non-reciprocal retirement systems. Inquiries include questions pertaining to service, member statements, adjustments, past service eligibility requirements, coverage, etc. This duty is performed daily.
4. Process/audit/approve specific and miscellaneous member and employer adjustments. Adjustments include but are not limited to:
• Corrections to member accounts which relate to service, earnings and contributions, employer reserve adjustments, transfers in/out between retirement systems, and special adjustments due to legislative changes. This duty is performed as needed.

Education and or Experience
Associate’s degree (A.A.) or equivalent from a two-year College or technical school with a concentration in Finance, Accounting or Business Administration, (B.A is a plus);
Or
Two years experience and/or training in an analytical field
OR
Equivalent combination of education and experience
OR
Two-Year minimum IMRF experience, including analytical experience with SPECTRUM screens and information.
Benefits and Salary
The expected annual salary range for this role is $50,254-$53,269. Please note the salary information is a general guideline only. Salaries are based upon candidate skills, experience, and qualifications, as well as market and business considerations. The range listed is just one component of IMRF's total compensation package for employees.
