Duties

Non-supervisory duties include but are not limited to: Provides oversight of the installation human performance programs and Human Performance Optimization Center (HPOC). Serves as the subject matter expert on exercise science for the installation/assigned command(s). Provides input to planning, development, and synchronizing of technical training, manuals, guidance, and provides programmatic recommendations for the optimization of human performance (HP) and readiness. Applies advanced techniques, approaches, and procedures as a contributing member of an interdisciplinary treatment team to support individuals with complex medical or physical deficiencies. Provides counseling and education to individuals regarding treatment plans, disease processes, rehabilitation potential, available community resources, care and safety considerations, use of adaptive devices, and behavior management to enhance understanding, motivation, and active participation in the rehabilitation process. Reviews scientific literature, research publications, health journals, and technical publications to remain current with emerging technologies and incorporate relevant advancements into wellness plans. Provides oversight of installation-level physical readiness training clinics, which may include conducting training clinics. Clinics may include Navy Operational Fitness and Fueling System (NOFFS), proper implementation, and maintenance of conditioning for aerobic/anaerobic fitness, muscular strength, muscular endurance, body composition, flexibility training, nutrition education or other specific needs relevant to the command. Prepares appropriated fund (APF) and NAF budgets, which include the expenditures required to conduct the HPOC. Nominates HP Specialists for military specific and industry training and certification to lead physical readiness programs and testing (e.g., Body Composition Assessment, Physical Readiness Test, Fitness Enhancement Program); validates certification completion. Provides guidance and recommendations on Command Physical Readiness Program (PRP), Physical Readiness Test (PRT), and Physical Training (PT) programs to the command's Command Fitness Leaders (CFL) and command triads. Provides initial and refresher training for CFLs. Attends installation and command meetings related to physical readiness and command resilience. Reviews and updates exercise, nutrition, and behavioral health education programs to ensure incorporation into command physical readiness programs as identified in OPNAVINST 6110 and within scope of certification. Plans and coordinates the details of recurring and non-recurring physical readiness activities and education to make maximum use of resources, consistent with military mission and with the principles of Morale, Welfare and Recreation (MWR) program development. Seeks ways to directly connect departmental plans to current CNIC and MWR priorities, including recruitment and retention. Identifies installation target groups with whom special programs may be co-sponsored to improve quality of service and the optimization of human performance. Procures, maintains, and repairs equipment, supplies and services needed to accomplish scheduled programs and makes recommendations for improvements. Schedules facility utilization and reports facility issues to Public Works Department. Enters and maintains facility and program data within appropriate database (e.g., Physical Readiness Information Management System-2 (PRIMS-2), Navy Fitness Director Management System (NFDMS), and Qualtrics). Supervisory duties include but are not limited to: Directs work to be accomplished by a workforce of at least three NAF employees in various classifications (e.g., Human Performance Specialists; CFL; and Performance Assistants) and acts as a Rating Official (RO). Provides second level supervision for NAF support/recreation employees. Acts as Senior Rating Official (SRO) for activity managers in AOR. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. Conducts annual performance reviews of staff. Ensures staff receive proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary. Qualifications

A qualified candidate must possess all of the following: A bachelor's degree or higher with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position (e.g., Exercise Science, Kinesiology, Physical or Occupational Therapy, Health Education, Physician Assistant, Dietitian, etc.) At least 4 years of specialized experience in applying a wide range of concepts, principles, and practices of health, wellness, fitness, and/or performance to improve or optimize human performance. A current professional certification from a National Commission for Certifying Agencies (NCCA) accredited health/fitness organization or Distance Education Accrediting Commission (DEAC). A qualified candidate also possesses the following: Knowledge of and skill in applying theories, concepts, principles, and their relationships underlying the practices of human performance optimization to improve the efficiency and quality of work performed or to protect the quality of life. Professional knowledge of, and skill in applying, a wide range of concepts, principles, and methodologies of the therapeutic field sufficient to provide guidance, oversight and evaluation of subordinate performance in the use of advanced techniques to identify existing or potential problems resulting from trauma, disease, or other causes; determining whether complex risk factors and behaviors that may impede optimal functioning; and adapting existing treatment methods, procedures, or techniques to resolve difficult or complex problems. Professional knowledge of, and skill in applying, a wide range of advanced principles, concepts, and practices of occupational therapy and kinesiology sufficient to administer complex assessments, determine current levels of functioning, and develop individualized short- and long-term rehabilitation treatment plans. Knowledge that enables the employee to competently and independently carry out the physical readiness programs through the proper application of principles, concepts and techniques of human performance to specific needs of the community to be served. Knowledge of neuromuscular and physiological responses to exercise sufficient to design and monitor human performance programs. Knowledge of Department of Defense (DoD), Department of the Navy (DON) and CNIC policies and procedures governing the fitness and performance activity certifications. Knowledge of Command Physical Readiness Program (PRP), Physical Readiness Test (PRT), to include Physical Training (PT) physical training programs, Command Fitness Leaders (CFL) and PRIMS-2. Knowledge of various specialty equipment, both resale and fixed assets, to ensure quality material exists to enhance programs. Knowledge of scientific literature, research publications, health journals, and technical publications to remain current with emerging technologies and incorporate relevant advancements into wellness plans. Ability to plan and coordinate sport/military-specific periodized performance programs. Ability to create, explore, evaluate, design, and share human performance solutions and the validity of their predicted performance to resolve problems, conditions, and issues related to military readiness, resiliency, and retention. Ability to evaluate programs to ensure efficient design and effectiveness in meeting HP adaptation goals. Ability to apply a range and depth of knowledge acquired specifically through an intensive learning regimen of the phenomena, theories, and concepts of a scientific body of medical knowledge. Ability to assess, resolve, and predict the relationships and interactions of human performance data and findings under varying conditions. Ability to stay abreast of, and evaluate human performance subjects, analyses, and proposals in professional literature. Ability to communicate effectively, both orally and in writing.
Education
As a minimum education requirement for this series, a qualified candidate must possess the following: A bachelor's degree or higher with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position (e.g., Exercise Science, Kinesiology, Physical or Occupational Therapy, Health Education, Physician Assistant, Dietitian, etc.) This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
