About the Department

The Transportation Accountant/Auditor Senior performs advanced professional accounting duties in general accounting and auditing, financial analysis, and/or statutory accounting. Prepares highly complex expense, revenue, and reconciliation reports. Plans, assigns, and reviews work of lower level accountants and handles more sensitive accounting matters. May supervise, assign, and review work of professional employees in preparation of financial reports and maintenance of general ledgers, budgetary control accounts, and other comparable accounting reports. Supervisor provides limited direction as to division objectives and goals, provides some input on more sensitive and complex projects, including deadlines and priorities. Distinguishing factors pertain to the latitude granted to this position to work independently on more complex accounting responsibilities and serving in a supervisory or lead worker capacity over lower level accountants in this series.


Pay Grade 17

Position Duties

• Has input into developing accounting division policies and procedures, including recommending improvements or changes to the Accounting systems to improve efficiency and performance
• Conducts research into the accounting needs of the agency/entity
• Prepares or reviews a variety of professional accounting and other reports relating to policies, procedures, investments, financial positions and operational results
• Analyzes complex administrative and technical problems and formulates suggested resolutions
• Prepares complex accounting and operational reports and supporting financial documents, expenses, revenues, reconciliations, disbursement, summaries, and general vouchers and transactions; analyzes variances
• Evaluates efficiency and effectiveness of various programs; analyzes financial records for completeness and accuracy to determine compliance with state and federal laws as well as with national accounting and auditing standards
• Maintains knowledge of current trends and developments in the field
• Travel may be required; therefore, a valid driver’s license is required

Minimum Qualifications

• Knowledge of generally accepted professional accounting and auditing principles and practices
• Knowledge of the principles, practices, methods and techniques of governmental accounting and auditing
• Knowledge of database principles and/or computerized applications
• Skill in the use of a personal computer especially in the area of accounting spreadsheet applications
• Ability to use sound technical judgment in determining the accuracy and completeness of financial information obtained
• Ability to prepare accurate accounting entries and adjustments and perform mathematical computations accurately and quickly
• Ability to develop and prepare audit schedules and working papers
• Ability to analyze and interpret accounting records
• Ability to communicate effectively, both verbally and in writing
• Ability to establish and maintain effective working relationships with others

Other Qualifications

REQUIRED TRAINING/EDUCATION 

  • Bachelor’s degree from a regionally accredited college or university and at least 24 semester hours in accounting.

 

REQUIRED EXPERIENCE

  • Four (4) year of full-time or equivalent part-time paid professional experience in accounting work.
  • Substitution: Master’s degree in accounting may substitute for two (2) years of the required experience.

          OR

  • Substitution: Certification or registration as a public accountant in West Virginia may be substituted for the required training/education and two (2) years of the required experience. 

Promotional Only: Two (2) year of full-time or equivalent part-time paid experience as a Transportation Accountant/Auditor.
