About the Department

The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency. During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.


Under limited oversight, oversees the direction and administration of Homeless Health Services at fixed clinical sites as well as outreach operations for the provision of health and related services to meet the needs of the indigent, underserved, and homeless populations; and coordinates programs and services to insure provision of primary care services at health department locations.

This is a Fair Labor Standards Act defined Exempt Position Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the number of hours involved in completing the tasks assigned.

Position Duties

Provides guidance and leadership to Homeless Health Care Center (HHCC) and primary care programs to develop and implement the Center’s mission, vision, and strategic plan, ensuring alignment with the Health Department and the needs of the community; builds and maintains strong relationships with community stakeholders, including patients, agency and community leaders, and health care providers, to promote access to care and address health and social disparities; participates with the Board of Directors and implements work/strategic plan, including committee oversight; serves as the HRSA Executive Director and liaison, including participation and oversight of grants development, maintenance and monitoring, and performance reporting.


Assures the recruitment, retention, and development of qualified staff; delegates responsibilities and prioritizes programs, projects and assignments; supports staff development through inservices and regular training programs; mentors, motivates and supports program management and staff; assures ongoing evaluation of work performance; assists managers in acquiring skills to develop staff and improve processes; encourages innovative and effective problem solving related to new challenges and tasks.


Develops annual budget and expenditure projections; procures materialsand space, negotiates grants and contracts; plans for facility improvement and expansion in cooperation with Director of Administrative Services; reviews budget and expenditure proposals for inclusion into annual budget; approves expenditures; seeks revenue streams and monitors revenue cycle; determines resource allocation.


Oversees the development of goals, objectives, protocols and internal controls for each program and service delivery site; researches and plans for new homeless health care services; coordinates the evaluation of homeless health care services to the community; ensures programs and services address raising the level of health and well-being through prevention of serious health problems. 


Assures QI systems are in place which improve the quality and safety of health care services, including implementing quality improvement initiatives and monitoring clinical outcomes; assures preparations are made 


for audits and evaluations of programs and services including both process and outcome audits; plans for customer service surveys; reviews performance audits completed by  external organizations; assures Health Center maintains compliance with all relevant federal, state, and local regulations including HIPAA, Joint Commission Standards, and Federally Qualified Health Center (FQHC) requirements; performs other duties as assigned. 

Minimum Qualifications

Knowledge of federal, state and county laws, rules, regulations, policies, practices, and procedures related to health care regulations and standards.

Knowledge of federal, state, and county funding sources, budgetary planning, development and implementation methods, practices, and procedures.

Knowledge of the unsheltered and the underserved population’s health care and social needs and access to care within Hamilton County.

Knowledge of multi health care program integration and collaboration in the clinical setting. 

Knowledge of health education, prevention, treatment and wellness programs and services.

Knowledge of federal, state and county laws, rules, regulations, guidelines related to safety and health practices and procedures.

Knowledge of management and administrative methods, practices, and procedures.

Knowledge of customer service/public relations methods, practices, and procedures.

Knowledge of long-range strategic planning and goal setting.

Knowledge of research, analysis, and development and monitoring of grants, agreements, and contracts. 

Skill prioritizing, scheduling, assigning, reviewing, motivating, and evaluating management level work.

Skill developing and implementing internal controls, policies, and procedures.

Skill in budget management, analyzing financial data, and making informed financial decisions.

Skill in grant writing and management.

Skill utilizing verbal and written communication in the development of reports, presentations, policies, contracts, and resolutions.

Skill utilizing customer service/public relations techniques responding to inquiries and complaints.

Skill in managing multiple projects simultaneously.

Skill effectively communicating in oral and written form.

Skill in inspiring and motivating staff, fostering a culture of collaboration and accountability, and driving agency’s performance.

Skill in developing and implementing long-term strategies that align with the agency’s mission and the needs of the community.

Skill in effectively communicating and collaborating with a variety of stakeholders, including the Board of Directors, staff, patients, and community members.

Other Qualifications

A Bachelor’s degree in health care, public administration, business administration, social services, mental health, or a closely related field with ten (10) years of direct work experience in health care, public administration, business administration, social services, mental health, or a closely related field, three (3) years of which must be in supervisory capacity. Must possess a valid driver’s license.

An Associate’s degree in health care, public administration, business administration, social services, mental health, or a closely related field with ten (10) years of direct work experience in health care, public administration, business administration, social services, mental health, or a closely related field, three (3) years of which must be in supervisory capacity. Must possess a valid driver’s license. 


OR


The equivalent of a high school diploma with ten (10) years of direct work experience in health care, public administration, business administration, social services, mental health, or a closely related field, three (3) years of which must be in supervisory capacity. Must possess a valid driver’s license. 


ADDITIONAL REQUIREMENTS:


This position is deemed essential during inclement weather situations and must report to or remain at work, even when administrative closings are announced, as determined by the Department Head.


Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level.


PREFERRED QUALIFICATIONS:


Master’s Degree in Public Administration or Public Health, Business Administration, Health Care Administration, or related field is preferred. 


Previous CEO or Executive Director experience in a similar role or a senior leadership role in a Federally Qualified Health Center (FQHC) is preferred.


PHYSICAL REQUIREMENTS:


Work requires extensive periods concentrating on detailed, complex issues, some work outside standard business hours to meet work deadlines and attend community meetings; risk of exposure to infectious diseases within the clinical setting. Must be available as needed for response to issues that arise in relation to specific homeless health and primary care needs; and for countywide public health emergencies. Work requires managing multiple tasks in a fast-paced environment.
