Job Summary

As the Rapid Rehousing Program Director I over the Joint Component Programming embedded within the Transitional Living Programs (TLPs) across King County. This role is responsible for ensuring program compliance with HUD Joint Component guidelines, supporting service coordination, and driving performance outcomes related to housing stability and participant engagement. This position will provide direct oversight and support to the following sites: Bellevue House – Primary Site, Roy St., YAIT, New Arcadia Shelter, Severson and Stepping Stones.

 

In addition to RRH oversight, this Program Director will manage food procurement operations across all assigned sites, ensuring consistent access to basic needs for program participants.

The Program Director will supervise 1-2 RRH Case Managers, each managing a caseload of 35-50 participants. These staff are responsible for housing navigation, service linkage, and supporting clients in achieving long-term housing stability. This position will work in close collaboration with other Program Directors overseeing Facility-Based Housing Programs to promote streamlined service delivery, shared best practices, and coordinated care across the system. The Program Director will ensure adherence to Housing First principals, trauma-informed care, and low-barrier access, in alignment with HUD Standards. This position will also support the On-Call Supervisor rotation and must commit to being on call every 6-7 weeks on a rotating basis.

 

This position is at the Social Impact Center Y, the social services branch of YMCA of Greater Seattle (YGS). The mission of Social Impact Center Y is to accelerate young people’s ability to build safe, successful, and happy lives. Every year, we serve 5,000 children, youth, young adults, and families across King County with programs that aim to strengthen young people’s ability to develop to their fullest potential through four strategies: reducing risk factors; navigating systems towards successful life transition; ensuring stability, safety, and wellness in times of crisis; and building competencies and social capital. The Social Impact Center Y’s programs include housing, behavioral health, foster care licensing, violence prevention, education, and employment. Many of the young people we serve have had involvement in the foster care, criminal justice system, and/or homelessness systems.

 

Position Type/Expected Hours of Work

This is a full-time position, and hours of work and days are generally Monday through Friday, 9a.m. to 5:00 p.m. Hours can be flexible. Occasional evening and weekend work may be required as job duties demand.

Hiring Range: $77,968.80-$82,000 annually.

Responsibilities:
  • Oversee contracts, ensuring budgetary and programmatic compliance
  • Establish new program activities and expand opportunities within the community following the Association and Branch strategic plans.
  • Recruit, hire, train, evaluate, and supervise housing case managers and volunteer’s development and leadership.
  • Provide 1:1 supervision and facilitate monthly team meetings.
  • Advises the Program Director III, Program Director II, and Leadership Team on key decisions related to King County housing and homeless services programs that align with the strategic plan, agency vision, mission, and values.
  • Seeks new strategic opportunities to grow YGS’ housing and homeless services, including researching new grant opportunities and building relationships with funders and partners.
  • Fosters Y Social Impact Center’s relationship with housing and homeless services programs and staff within King County.
  • Leads the opportunities for youth and young adult voice into programming, including feedback on services for Facility Based Housing.
  • Compile program statistics and provide data and reports as Monitor and evaluate the effectiveness of and participation in program and case management.
  • Provide leadership and support for Social Impact Center’s leadership team with project management and additional support in King County.
  • Develop and maintain collaborative relationships with community organizations, schools, and agencies related to youth and young adult support programs.
  • Develop, produce, and distribute program information necessary to promote programs, following branch marketing.
  • Ensure that safety procedures are followed and that all staff comply with YMCA training requirements.
  • Ensure high-quality programming through innovative program development evaluations and ongoing training of staff.
  • Must Meet Qualifications of being an Authorized Driver to drive Y-Operated Vehicles.
  • Other duties as assigned.

Code of Conduct for Applicants 

Qualifications:
  • BA degree or higher in psychology, social services or related field, or any combination of education, experience and measurable performance which demonstrates the capability to perform the duties of this position.
  • 5+ years of professional or volunteer experience working with high risk, system involved (homeless, justice, behavioral health, foster care) youth and/or young adults or equivalent community-based or informal service to this youth/young adult population
  • 2+ year leadership and supervisory experience of teams, individual staff or volunteers
  • Experience with program development, leadership development, contract management, and financial management.
  • Experience with and knowledge of youth behavior management and abuse prevention.
  • Accomplished project management expertise with proven execution of accomplishing deliverables in a timeline.
  • Broad knowledge of program areas, funders, community partners.
  • Ability to handle multiple projects/tasks and juggle priorities while meeting multiple deadlines.
  • Ability to use good judgment to make sound decisions and resolve problems.
  • Ability to maintain confidential information and use discretion.
  • Ability to gain cooperation of others, work effectively as a member of a team, and ability to develop and maintain positive working relationships in a team-oriented environment.
  • Ability to work independently.
  • Prefer knowledge of and previous experience with, diverse populations (language, culture, race, physical ability, sexual orientation, etc.).

Additional Preferred Qualifications

  • Master’s degree in social work, social services, or a closely related field. Other applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.
  • Life experience with poverty, child welfare, homelessness, behavioral health, or youth violence and a desire to use that experience to improve the lives of others.
  • The ability to speak any language in addition to English
