Position Purpose:
Performs a variety of payroll operations and human resources activities for the Professional Association of Residents of Ontario (PARO) and the Faculty of Medicine while ensuring compliance with related policies, procedures and collective agreements. The incumbent is the subject matter expert in payroll and related HR systems and works in a very complex high volume environment under strict deadlines applying knowledge, judgment, initiatives and problem solving skills.
Specific Accountabilities:
PARO Payroll: Maintains and processes the bi-weekly payroll. Monitors payroll workflow, tracks daily activities, manages changes as requested to ensure smooth, uninterrupted payroll operations. Updates payroll system with information received (new hires, departures, maternity leaves, interruptions, on-call, increases and other employee information) while ensuring conformity with the Employment Standards Act, collective agreement and applicable regulations, including the presence of all relevant documentation. Produces all relevant payroll documentation for residents (ex. record of employments, disability insurance form, letter of employment, letter to CRA, T2200s and T4s) to ensure conformity with applicable laws.
PARO Benefits Administration: Administers the benefit enrollment process and ensures accurate administration of benefits. Communicates all necessary changes and acts as resource person with the insurer. Performs monthly reconciliation of group insurance in order to identify irregularities to make necessary corrections. Ensures the accuracy of information, corrections and changes. Responds to all employee inquiries regarding the group insurance plan.
uOttawa Payroll: Coordinates the payroll process for various employee groups including clinicians, monitors payroll workflow, tracks daily activities, monitors compliance with related policies and implements changes as requested in order to ensure integrity and transparency of the payroll process. Prepares/reviews and submits requests for remuneration and other documentation necessary to initiate required action in employee records in order to minimize the possibility of an interruption in the employee’s pay. Verifies payroll reports for accuracy and liaises with central Payroll to reconcile any inconsistencies. Identifies and resolves any discrepancies related to payroll information to minimize the possibility of a negative impact on the affected employee.
Client Service: Provides information to clients/residents on various human resources and payroll processes, deadlines and policies to ensure that these are well understood and properly implemented.
Information Management: Analyzes and processes personal and confidential employee data. Identifies data irregularities and corrects if possible or contacts appropriate stakeholders to ensure that corrections are made and various databases are updated and accurate. Validates the information produced or submitted by the employees or departments and makes the necessary follow-ups to ensure the quality of the data received.
Leave Administration: Acts as resource-person on inquiries related to the use of the employee leave management system and collaborate with subject matter experts in central Human Resources to resolve any problems. Acts as the super approver for leave requests to ensure compliance with current policies.
Payroll & Human Resources Systems: Acts as subject matter expert for all payroll and human resources systems at the PARO and faculty level. Informs employees about the use of relevant systems to ensure data accuracy, comfort with systems and high customer satisfaction.
Records management: Maintains an effective filing and records management system to preserve confidentiality of the records and ensure that complete and accurate documentation is available for future reference or audit purposes.
Reporting: Prepares various complex reports, on a scheduled as well as ad-hoc basis concerning payroll, leave, and human resources-related data to support ongoing operations and strategic planning.
Documentation: Writes and maintains procedure manuals for internal use on procedures, processes and systems related to the incumbent’s responsibilities.
Special Projects: Participates in special projects or faculty initiatives as needed.
Knowledge, Experience and Skills:
Essential Qualifications:
Knowledge of payroll, administration and human resources principles normally acquired through postsecondary studies in a related discipline or an equivalent combination of education and work experience
Minimum 3 years of demonstrated experience in a similar role
Other Qualifications:
Knowledge of computer systems and software including payroll/financial systems, spreadsheets, databases, Internet and e-mail
Experience in interpreting, explaining and applying policies and regulations
Experience working in a unionized environment and in interpreting collective agreements
Experience in preparing reports
Ability to produce high quality work under pressure while meeting strict deadlines
Strong interpersonal and communication skills
Strong organizational skills and attention to details
Demonstrated tact, diplomacy, judgment, initiatives and problem solving skills.
High level of autonomy and discretion
Certified as a Payroll Compliance Practitioner (PCP) from the Canadian Payroll Association will be considered an asset.
