Essential Functions 

• Ensure the timely recruitment and training of program staff - both direct and indirect 
• Review all financial and technical reports before release to the client 
• Ensure cross-discipline integration within the contract to meet client needs 
• Communicate issues and solutions to the client PM in a timely and transparent manner 
• Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the BreakForth contracts staff 
• Assist the client PM by providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs) 
• Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the client PM 
• Provide BreakForth input to the Quality Assurance Surveillance Plan reviews or Award Fee reviews, as appropriate 
• Provide effective and efficient management of the assigned effort 
• Allocate resources (staffing, facilities, and budgets) on the contract 
• Review and propose the Integrated Program Baseline (or resource loaded schedule) to the client 
• Review and approve all earned value, Estimate To Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate.
• Review risk and risk mitigation activities and allocate budgets for the same.
• Prepare program status reviews and other formal reviews to be presented to the client PM. 
• Review and allocate management reserves within contractual limits

Education/Skills/Experience Requirements: 

• High school diploma or GED plus 10 years of relevant experience, or an Associate's degree plus 8 years of relevant experience, or a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience.
• Degree must be in a Business Field (for example, Program Management, Business Management, Business Administration, Accounting, Finance, and Economics) or a Technical Field (for example, Engineering, Systems Management, Computer Science, and Information Technology).
• Relevant experience must be in business (for example, financial trend and forecast, contract management) or program management (for example, project management, trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity based costing, life cycle cost estimating, activity based budgeting, gap analysis).
• Prior experience as a federal employee or contractor in the intelligence community.
• Informal supervisory experience is required.
• Top Secret/Sensitive Compartmented Information (TS/SCI) level clearance is required.

Desired Knowledge/Skills  

• Project Management Professional (PMP) certification.
• Experience with Agile management practices.
• Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. 
• Proven ability to manage stakeholders and competing priorities for multi-functional organizations. 
• Proven ability to problem-solve and provide recommendations based on analysis of data.  
• Demonstrated track record of taking complex issues and explaining them effectively through written communications.
