This position is responsible for processing a variety of accounting transactions for the Legislative Affairs Agency, which is the administrative support agency for the Alaska State Legislature. This position requires accounting proficiency and excellent customer service skills. The successful applicant will work with a small team in the accounting office who support many offices throughout Alaska.
Mission: The Accounting Office works collaboratively to provide complete and accurate financial services with care, integrity, and professionalism.
As a small team, we work together to meet the high demands of supporting the legislature. Our accountants perform a wide range of duties that require both practical application and a strong understanding of accounting principles. Key skills include the ability to interpret policies, provide clear answers, and maintain accurate, detailed records using standard office software and the State accounting (IRIS) and reporting systems (ALDER).
Responsibilities: This non-partisan position is responsible for performing accounting transactions to process both routine and complex work, including travel and relocation expenses and reimbursements. As the office of public record, we are dedicated to maintaining precise financial records, requiring a high level of attention to detail and accuracy.
Examples of Duties:
- Review invoices for authorization, accuracy, and validity; prepare deposits; maintain expense logs; process reimbursement of travel and allowance expenses.
- Reconcile accounts and ledgers; identify and correct errors through appropriate transactions.
- Provide technical assistance and explanations to legislative staff, legislators, and other agencies on accounting and legislative policies and procedures.
- Ensure documents and forms comply with accounting policies and procedures.
- Process payments, deposits, and reimbursements promptly and accurately.
- Review and interpret accounting and legislative policies and procedures.
- Create, maintain, and monitor financial reports for funding sources and stakeholders.
- Research and advise on legislative policies and guidelines.
- Monitor accounts and spending; prepare detailed financial reports.
- Manage revenue and accounts receivable processes.
- Prepare and submit encumbrances, expenditures, adjustments, and billings.
- Enter and verify payment information in IRIS, the state accounting system.
- Ensure up-to-date accounting information and forms on the agency website.
- Create and update forms for legislative use.
- Track state accountable property and collect fees for unreturned items.
- Book and manage travel arrangements for legislators and staff.
- Perform related duties as assigned.
Knowledge, Skills and Abilities:
- Knowledge of the principles, policies and current practices in accounting and financial management.
- Basic knowledge of the Alaska State Legislature and state government.
- Basic knowledge of legislative procedure.
- Knowledge of standard English, including grammar, spelling, word usage and punctuation.
- Knowledge of accounting techniques used for monitoring and reconciling accounts.
- Ability to write and speak clearly, concisely and in a well-organized manner.
- Ability to accurately analyze complicated information.
- Ability to be productive, prioritize assignments and meet deadlines under stressful conditions.
- Ability to act professionally, objectively and impartially in dealing with legislators and public.
- Ability to communicate and perform effectively and diplomatically.
- Ability to work independently and handle a variety of projects simultaneously.
- Ability to maintain confidentiality and handle politically sensitive work.
- Ability to use MS Access, Excel and Word.

Work/Life Balance

- The potential for flexible work schedules during interim when the legislature is not in session.
- Agency staff may accrue as compensatory time up to 150 hours of hours worked over the standard work week. There is no cash value to compensatory time.
- The State offers paid leave starting at 6:04 (h:mm) a pay period or 21 days a year. If you have previous time working for the State of Alaska in a leave eligible position, the time will be calculated into your accrual rate.
- 12 paid State holidays each year

Position Duties
At least one year of college or technical school with two or more accounting courses, or at least three years of relevant work experience in Accounting or payroll at the paraprofessional level. Knowledge and experience in working within both the Alaska State Accounting and Reporting Systems IRIS and ALDER.
