Harkcon is seeking a Lead Evaluator to serve as Key Personnel on a U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) contract. The Lead Evaluator will provide methodological leadership for a large-scale outcome evaluation of DOE-funded research and testing facilities.
We anticipate this position being 10 hours / week for 16 months beginning in October 2025 with a possible 6 additional months following.
Role Overview:
Harkcon is seeking a Project Manager to serve as Key Personnel on a DOE EERE evaluation project. The Project Manager will provide day-to-day leadership, ensuring project delivery, risk management, and alignment with DOE expectations.
Responsibilities:
- Manage project scope, schedule, and budget across a 16-month base period (plus option).
- Coordinate with DOE contracting and technical staff, national labs, and third-party vendors.
- Lead kickoff, weekly/biweekly status meetings, and deliverable tracking.
- Supervise project staff and subcontractors.
- Ensure quality, compliance, and timely delivery of all PWS tasks and deliverables.
Qualifications:
- At least 5 years of experience managing program evaluation projects.
- Demonstrated success managing federal contracts and multi-stakeholder teams.
- PMP certification preferred.
- Excellent organizational, communication, and leadership skills.
Location: Remote with occasional travel to DOE and partner sites
Clearance: Public Trust (DOE may require suitability screening)
