Duties

Performs duties of a barber as required in accordance with accepted techniques of the trade, as modified by local policy, cuts customers' hair to the individual's satisfaction. Supervisory duties include training staff in proper techniques and shop procedures. Plans work schedules and coordinates with manager to ensure bi-weekly work schedule or required operating hours are covered for one or both shops. Approves leave and time and attendance of subordinate employees. Makes schedule adjustments as necessary. Recommends changes in operating procedures, production, materials, equipment and budget. Orients and trains newly assigned employees in procedures, methods, and policies peculiar to the AF Academy. Accomplishes barber refresher training periodically, as required. Assigns work, prepares performance ratings, oversees cash handling procedures, handles disciplinary actions, counseling, and investigates grievances and complaints. Uses a computer to prepare documents as necessary. Monitors work to ensure that employees meet production quotas, accurately records work performed and deals properly with patrons. Monitors barber/beauty supply room stock levels and advises manager of needs. Works with manager relative to the appraisal of subordinates' work performance, awards and disciplinary actions. Ensures full compliance with personnel regulations and the Union Contract. Works independently but receives general direction from Manager. Keeps upper-level management informed of current issues. Promotes the participation of employees in management programs such as quality assurance and cost reduction. Serves as alternate fund custodian, receives, records, report on and deposit funds. Ensures compliance with all rules of conduct, safety, sanitation and housekeeping. May be required to run computer software programs, i.e., Word, Excel, and TMX. Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application. Qualifying Experience: Satisfactory completion from a certified school of Barbering or Cosmetology. If a graduate of a School of Cosmetology, the applicant must have actual experience as a Barber and worked in that capacity for at least two years. Required to have a current state Barber or Cosmetology license. Must have recent experience servicing all types of hair to include ethnic styles and fades(skin-tight razor fades on all ethnic hair types), flat tops, high and tights; and product usage and hair/scalp care. Requires prolong periods of standing, bending, reaching, light lifting and dexterity of fingers and hands. Subject to shocks, burns, and exposure to skin conditions. May be required to work an abnormal tour of duty. May be placed on force leave during shop closures for Thanksgiving Break, Winter Break, and Spring Break. May be detailed to other work during periods when the shop is not operational. Must be able to lift objects weighing up to 20 pounds. This position requires the incumbent to satisfactory complete the applicable background investigation. Previous supervisory experience should include assigning work, training subordinates, performance management, scheduling time and attendance. Customer service skills are required. Cash handling experience is required. You will be evaluated on the basis of your level of competency in the following areas:

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does not allow for education substitution. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Individual must fully meet qualification/eligibility/background requirements for this position. U.S. Citizens and Non-U.S. Nationals who have resided in the U.S. Territory for three (3) or more consecutive years immediately preceding the start of Federal Affiliation or a signed memorandum indicating the installation's decision on the 3-year residency requirement.
