Description

Loch Harbour Group is seeking a Technical Analyst III (Contingent Upon Award) to provide expertise in Improper Payments and Payment Integrity, data integration, analytics tool development, and API/data automation. This position will support the Office of Payment Accuracy and Compliance (OPAC) by developing fraud risk management tools, advancing analytics capabilities, and ensuring data integrity across multiple reporting and compliance functions. The role requires strong analytical, technical, and communication skills to improve federal financial management processes and compliance outcomes.


Key Responsibilities

Fraud Risk Management

  • Assist in implementing fraud risk management tools and techniques as outlined in the HHS Fraud Risk Management Implementation Plan. 
  • Conduct periodic high-level fraud risk exposure assessments and program-specific assessments using the Fraud Risk Assessment Portal (FRAP).
  • Monitor FRAP performance, identify potential improvements, and track remediation actions.
  • Develop training materials and manage a SharePoint-based Fraud Risk Management Community of Practice.
  • Track GAO and OIG recommendations on fraud risk management and support activities to address findings, including updates to policies or FRAP enhancements.
     

Data Integration & Analytics

  • Support the development of strategic approaches to advance analytics within OPAC.
  • Collect data from diverse sources using APIs and other integration methods.
  • Validate and analyze data for completeness and accuracy, resolving issues as needed.
  • Develop and publish analytical reports to support decision-making and oversight.
  • Identify and recommend tools for data capture, storage, analysis, sharing, and reporting.
  • Provide expertise on Single Audit processes and advise OPAC on using data-driven analyses for program improvements.
     

Audit & Reporting Support

  • Review and assess single audit, OIG/GAO audit liaison, and improper payment reporting processes, recommending improvements as policies and guidance evolve.
  • Draft reporting milestones, guidance, and submission requirements for Operating Divisions (OpDivs).
  • Review OpDiv reporting submissions for accuracy and completeness.
  • Conduct reporting-related meetings and ensure timely, accurate report delivery.
  • Enhance OPAC’s SharePoint site for communication, document sharing, and process improvement.
     

Systems & Process Improvement

  • Support identification, development, and maintenance of OPAC systems.
  • Analyze inefficiencies and gaps in processes, validate issues, and recommend solutions.
  • Review and document current processes, identify risks, and propose modernization strategies.


Requirements

Required Qualifications

  • B.S. in Accounting, Business, MIS, or related discipline.
  • At least 10 years of experience in technical analysis, data integration, financial systems, or program compliance.
  • CISSP, CASP, CISM, or equivalent certification required.
  • Strong knowledge of improper payments, audit processes, and risk management frameworks.
  • Hands-on experience with data integration, APIs, analytics/reporting tools, and automation techniques.
  • Familiarity with federal reporting, Single Audit, and fraud risk management requirements.
  • Excellent communication, collaboration, and documentation skills.

Additional Requirements

  • Must be a U.S. Citizen.

Work Environment

  • Primary work location is Washington, DC 20001.
  • Telework is subject to prior government approval.
