Lutheran Social Services of Southern California began in December 1944 when a group of Lutheran congregations in San Diego came together to discuss how to better assist families in need. They began discussing how to form a Welfare Commission. Their vision expanded when they came together with another group of Lutheran congregations in Los Angeles having the very same conversation. Lutheran Social Services of Southern California was officially incorporated in 1946 as a 501(c)(3) non-profit social service agency. The mission has stayed true to its earliest beginnings, to be a servant to those in need. Today LSSSC serves thousands of individuals and families throughout Southern California with over 45 programs/services at 18 locations. We are part of the Lutheran Services in America (LSA) network and strive to serve those in need with dignity and respect.

Job Summary:
The Program Manager is responsible for managing volunteer resources to assist in the delivery of the organization's programs and services in conjunction with the Senior Director. This includes directly managing volunteers, and/or providing guidance, support, resources and tools to staff who work with volunteers.
Requirements
Essential Duties and Responsibilities include the following:
- Ensure compliance with all standards of the program as developed by the Corporation for National & Community Services.
- Develop and implement goals and objectives for the volunteer program that reflect the mission of the organization.
- Assess the need for volunteers to enhance program/service delivery.
- Conduct ongoing evaluation of the programs and services delivered by volunteers and implement improvements as necessary.
- Organize the volunteer program/service.
- Develop, administer, and review policies and procedures that guide the volunteer programs and services, and reflect the overall values of the organization.
- Develop and administer forms and records to document the volunteer activities.
- Identify volunteer assignments that provide meaningful work for volunteers and write the volunteer position descriptions in consultation with staff as appropriate.
- Maintain and improve the current database for volunteers.
Recruitment, Engagement, and Retention
- Promote the volunteer program to gain community support for the volunteer program and the organization.
- Develop and implement effective strategies to recruit the right volunteers with the right skills.
- Develop and implement an intake and interview protocol for potential volunteers to ensure the best match between the skills, qualifications, and interests of the volunteers and the needs of the organization.
- Orient volunteers to increase their understanding of the organization, its clients, its services, and the role and responsibilities of volunteers.
- Ensure that volunteers are given appropriate training to be successful in their positions.
- Ensure that volunteers receive the appropriate level of supervision.
- Assist with conflict resolution among clients, staff, and volunteers according to established procedures.
- Plan and implement formal and informal volunteer recognition activities to recognize the contribution of volunteers to the organization.
- Ensure that volunteers work in a safe, healthy, and supportive environment in accordance with all appropriate legislation and regulations.

Education/Experience:
- Bachelor’s degree and relevant industry experience.
Certificates and Licenses:
- Holds appropriate license/certification for the specific work to be done in the city and state in which the work will be done.
- A valid driver’s license is required.
Supervisory Responsibilities: This job has no supervisory responsibilities for staff.
Language Ability: Must read, speak, and write fluent English.
Communication: Must be able to communicate clearly and effectively with clients and staff.
Math Ability: Ability to add, subtract, multiply, and divide into all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent, and to draw and
interpret bar graphs.
Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer Skills: To perform this job successfully, an individual should have knowledge of Word Processing software and Spreadsheet software.
