Manager, San Francisco Housing Compliance
The Manager, San Francisco Housing Compliance at Prime Residential (Prime) plays a critical leadership role within Prime’s Centralized Operations and Resident Experience (CORE) team. Reporting to the Vice President of CORE and overseeing a designated city of San Francisco portfolio, this role is responsible for ensuring compliance with rent board regulations, stabilization requirements, and annual reporting mandates, while also managing centralized administrative functions that enhance efficiency, operational assurance, and the overall resident experience.
In addition to serving as a compliance-focused operational lead, the CORE Manager partners closely with cross-functional teams, including Property Operations, Asset Management, Legal, Finance, and Marketing, to ensure regulatory alignment and seamless execution of services across the San Francisco housing portfolio.
By managing day-to-day compliance processes, standardizing workflows, and driving accuracy in reporting and resident account management, this role enables onsite teams to focus on delivering high-quality community-level experiences while maintaining adherence to city and state requirements.

What You’ll Do
Compliance & Regulatory Oversight
- Coordinate and process annual rent increases in accordance with San Francisco Rent Board approvals
- Manage percentage-based security deposit increases for Final Account Statements (FAS) in compliance with rent board guidelines
- Track, process, and submit annual rent stabilization fees as approved by the Rent Board
- Oversee the completion and submission of the SRO Housing Inventory required each March, ensuring accuracy and timeliness
- Partner with Legal and Asset Management to ensure lease terms, notices, and resident communications remain compliant with San Francisco housing regulations
Resident Experience & Customer Service Excellence
- Oversee escalated application reviews, denials, and cancellations, ensuring Fair Housing compliance and resident transparency
- Partner with Asset Management on renewal offers and communications to maximize retention while ensuring rent adjustments align with rent board approvals
- Manage move-in file audits for billing accuracy, including subsidy programs and compliance requirements
Financial & Delinquency Oversight
- Direct recovery efforts for current and former residents, including account reconciliations and collections coordination
- Review and finalize move-out account statements (FAS) in partnership with Maintenance and Accounting, ensuring compliance with security deposit increase regulations
- Ensure proper billing and timely payment of rent stabilization fees, resident charges, and refunds
Operational Assurance
- Lead compliance-related reporting and month-end financial reconciliations for San Francisco CORE properties
- Draft and distribute required compliance communications (e.g., rent increase notices, fee updates, policy changes) in partnership with Legal and Marketing
- Coordinate compliance audits, maintain documentation, and ensure continuous improvement of protocols
Process Improvement & Cross-Functional Collaboration
- Standardize and refine CORE workflows that intersect with San Francisco compliance requirements
- Partner with onsite and regional teams to align compliance requirements with operational execution
- Support technology rollouts, ensuring rent board–related processes (e.g., rent increase tracking, FAS updates) are integrated into property management system.
