About the Department

Performs intermediate professional work collecting, organizing and evaluating planning data for the Transit agency. In addition to the specifics of transit planning, work is performed in other disciplines, such as transportation, land use, zoning, community development, emergency management and geospatial sciences as it relates to the transit system. Incumbent establishes methodology and utilizes existing procedures for compilation of transit related data to be utilized in reporting for internal county use and external private and public entities. Coordinates transit services responsibilities and applications with other county departments, municipalities, and private or public sector entities. Responsibilities may include making of presentations to staff, elected officials, various committees, and/or the general public.

Position Duties

• Develops and maintains the Transit Development Plan; prioritizes Transit projects.
• Maintains a Public Transit Advisory Committee (PTAC) to provide direction for the program, to review project priorities, to make recommendations on Transit facilities, and to prepare agenda packets and hold regular meetings.
• Monitors land development applications for consistency between the Transit Development Plan and the various governments’ growth management plans and Land Development Code as they relate to Transit facilities.
• Educates users of alternate transportation modes.
• Maintains a spot improvement program, providing a line of communication on safety and maintenance related issues from facility users to the appropriate maintaining agencies.
• Encourages Transit system use.
• Produces and publishes transit route maps for the entire County.
• Assist in the preparation of grant applications for various federal and state grant programs; manages active grants and prepares related required reports.
• Monitors Federal Transit Administration (FTA) and State (Florida Department of Transportation and Transportation Disadvantaged Commission) grant requirements and programs.
• Attends various Metropolitan Planning Organization (MPO) and other related meetings as the Division's representative.
• Monitors Development Review to encourage the inclusion of public transit.
• Prepares various Federal and State required reports.
• Compiles, analyzes and maintains transit system performance measure statistics, such as, route hours and miles, ridership, etc.
• Provides monthly and annual transit performance measure reports to various internal and external entities.
• Maintains inventory of passenger amenities.
• Works with other units within the department on adding new route configurations, adjustments to bus route timing, and reviewing of transit service requests or transit propensity that might require new or adjusted service.
• Assists in the determination of travel accessibility based on location analysis of fixed route assets.
• Maintains professional communications with various County departments, other government agencies and private entities; provides information, answers questions and promotes transit service in Collier County.
• Reviews transit goals and objectives for any updates of the Collier County Comprehensive Plan.
• Assists with and/or conducts public presentations. Prepare maps, graphics and charts.
• Conducts field surveys and assists in the determination of service and amenities.
• Performs record keeping; maintains files; composes memos and letters.
• Compiles and develops collected data into reports concerning planning issues; researches planning and development practices; prepares documents, studies, and analyses for implementation of the redevelopment plan and the Comprehensive Plan/Growth Management Plan/Transit Development Plan.
• Provides technical and advisory services to County officials and other County staff as required.


ADDITONAL FUNCTIONS
• Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
• Performs other related duties as required.

Minimum Qualifications

• Bachelor’s degree in a related field required.
• Two (2) years of related experience required.
• Candidates without a related degree should possess an additional four (4) years of related experience.
• Fingerprinting Required.

LICENSES/CERTIFICATES
• Requires possession and maintenance of a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

  • Salary offers above the minimum of the pay grade may be considered based on qualifications. 
  • Essential Employees may be required to work during an undeclared emergency and/or declared emergency.  On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
