About the Department
Duties include operation, repair, and maintenance including but not limited to: installation and repair of water meters; maintenance and flushing of hydrants; operation of gate valves; operation and maintenance of water treatment plant; manual and equipment excavation; responding to customer requests; maintenance of sanitary and storm sewer systems including sewer cleaning and lift station operation; equipment operation and maintenance; and other duties as assigned. Must be available for extended work days, call back, shift schedule changes, on-call duty, snow and ice control and other emergencies.
Position Duties
- Performs all tasks, functions, and duties assigned to the utilities maintenance division, including but not limited to: manual labor and equipment use; equipment operation and repair; equipment maintenance, routine oil and lubrication repairs, and other routine equipment repairs; use of torch, jackhammer, welder, locator, bobcat, loader and other associated equipment.
- Performs manual tasks and routine equipment operation for the water treatment plant, wells and water distribution system, including but not limited to: sample collection, inspection, repair, maintenance, troubleshooting, and operation of hydrants, valves, piping, curb box, and all other associated equipment and infrastructure.
- Performs manual tasks and routine equipment operation for the installation and servicing of meters, including but not limited to: reading of meters; installation of meters and related equipment; troubleshooting, repair, and testing of meters, generators, radios and usage recording equipment; assistance in determining cause for unusual readings.
- Performs manual tasks and routine equipment operation for the sanitary sewer and storm sewer systems, including but not limited to: operation, repair, troubleshooting and maintenance of lift stations including pumps, valves, controls, sewer cleaning, manhole repairs, and all other associated equipment and infrastructure.
- Performs locating of City utilities, including water, storm sewer, sanitary sewer and City-owned telephone lines.
- Performs snow and ice control for the City, including but not limited to: operating snowplow equipment (plow truck, loader, and small equipment), and performing general repairs to equipment.
- Utilizes technology applicable to the field and/or general operations and implements available technology to accomplish work tasks.
- Adheres to all safety rules and regulations; follows safe work practices according to law, City practices, and generally accepted safe work standards.
- Assists all maintenance divisions and other departments, as directed, in the required maintenance of City-owned properties.
- Performs other duties consistent with the tasks of the position and as may be assigned by the City.
- Performs on-call utility duty on a rotating basis to respond to utility related issues outside of normal business hours
Minimum Qualifications
Minimum Requirements:
- High School graduation or equivalent.
- Valid Minnesota driver’s license and excellent driving record.
- Possess or be able to obtain and maintain Minnesota Class B commercial driver’s license within 12 months of appointment.
- Mechanical ability including demonstrated knowledge of routine care and maintenance of equipment.
- Demonstrated ability to follow safe work practices according to law, City practices, and generally accepted safe work standards.
- Must be able to comply with Department of Transportation drug testing requirements.
Preferred Qualifications:
- Technical training in water/wastewater operations.
- One year of work experience in mechanical maintenance.
- One year of work experience in equipment operation.
Working Conditions and Physical Requirements:
- Work is performed primarily at project sites.
- Performs on-call utility duty on a rotating basis to respond to utility related issues outside of normal business hours.
- Requires ability to enter confined spaces, use personal protective equipment such as respirators, harnesses and other required equipment, and work outdoors in extreme weather.
- Physical activities include bending, twisting, gripping, carrying, shoveling and lifting of up to 50 lbs.
- Must be available for on-call duty and callback for emergency operations such as snow and ice control, alarm situations, and water main breaks.

Reports to: Public Works Supervisor – Utilities.
Pay Rate: In Accordance with AFSCME Labor Agreement.
Schedule: Monday – Friday; 6:30 a.m. – 3:00 p.m. Must be available for on-call duty, extended work days, call back, shift schedule changes, snow and ice control, and other emergencies.
