About the Department
Incumbents in this position are responsible for overseeing and facilitating all maintenance activities for CFPUA's wastewater treatment plants, water treatment plants, and well sites. Pay grade is R32.
Position Duties
- Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, prepares contractual obligations, develops educational safety curriculum, and reports parameters as they relate to the overall performance of the plant.
- Oversees training of personnel in the operation and maintenance of wastewater treatment systems.
- Reviews and monitors plant/pump station/bio-solids data and determines process adjustments.
- Conducts safety meetings.
- Coordinates all major repair work to the facilities and equipment.
- Performs diagnostic troubleshooting in order to determine system and equipment failures.
- Optimizes system/equipment repairs in order to ensure minimal down time.
- Resolves facility or equipment issues, breakdowns, or failures to maintain production of wastewater treatment or lab testing.
- Reduces costs through efficient planning and execution of services, and extensive supply purchase research.
- Researches and implements more effective maintenance procedures, supplies and equipment.
- Assists with the preparation of the division budget to include monitoring and approving expenditures, recommending capital equipment, and additional outside services.
- Participates in CIP projects for the repair and replacement of facilities and equipment of water treatment plants and other facilities.
- Prepares and tracks annual budget in order to ensure adequate funds are available.
- Reviews and approves requisitions in order to ensure expenditures are taken from the proper accounts.
- Ensures the property bidding/quoting procedures are followed when required.
- Reviews and approves invoices for payment, completed purchase orders, and p-card statements monthly.
- Oversees the inventory or warehouse functions for the facility to include annual inventory, purging unused or deleted equipment supplies and parts, new part set-ups, and parts and equipment purchases.
- Attends meetings, training, and similar functions as needed for the conveyance of information concerning authority water or other operations issues, updates, upgrades, or training.
- Performs inventory/property management.
- This position is the Operator in Responsible Charge (ORC).
- This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
- This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
- This position is responsible for creating a culture of belonging and inclusion.
- This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
- This position is responsible for ensuring compliance with all CFPUA policies and procedures.
- This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
- Makes recommendations that impact the budget.
- Manages the budget within assigned unit/division.
- Exercises a purchasing authority up to $1,000 without approval from supervisor.
- Performs other related job duties as assigned.
Minimum Qualifications
- Associate's degree in business management or related field.
- Three (3) years of utility experience in collections systems, water operations, wastewater operations or any related work field.
- High school diploma or GED and five (5) years of utility experience in collections systems, water operations, wastewater operations or any related work field in lieu of associate's degree.
- Requires a Grade “4” Biological Water Pollution Control System Operator license.
- Possession of or ability to readily obtain a valid State of North Carolina driver's license.
