About the Department
The current vacancy is in the Community Corrections department.
To plan, organize, direct, and manage the Juvenile Detention Center in the Community Corrections Department. Provide leadership in change management, racial equity and reform initiatives, program services, security and custodial operations, and performance measures. Responsibilities include, but are not limited to human resource management, budget and fiscal oversight, management and administration of services contracts, and grants, staff training, and community relations. Support the Corrections Executive Leadership with public and media affairs, department strategic planning, information services, department-wide policy development and program planning and analysis. May perform duties and responsibilities of the Deputy Director of Facilities in their absence. Perform related duties as assigned.
This position will primarily be onsite with on-call responsibilities.

Position Duties
- Promote a diverse, culturally competent, and respectful workplace.
- Direct the work activities of facility staff, including all personnel functions related to staff hiring, training, discipline, compensation, and scheduling; and conduct performance evaluations for all staff members.
- Ensure facility compliance with all federal and state laws and rules, as well as all county, department and facility policies and procedures.
- Develop and direct the implementation of goals, objectives, standards, and evaluation for the administration of facility programs consistent with department objectives.
- Foster an environment that builds trust, ensures all voices are heard and creates an intentional focus on reducing disparate impacts of systems and advancing racial equity.
- Coordinate and integrate the delivery of services or programs with related department, county, school, community organizations, and partnerships; ensure contracts with community organizations are culturally appropriate and adhered too.
- Ensure that resources are used to accomplish needed outcomes and follow laws, rules, regulations, and practice standards.
- May serve as a department representative during contract negotiations with collective bargaining agreements; research issues and conduct studies prior to negotiations to determine department’s position with respect to negotiations.
- Serve as liaison with the County Attorney’s Office regarding legal issues or litigation, involving facility residents, employees, and operations.
- Participate in the overall management of the department through involvement in the department senior management team (SMT) and consultation with other department superintendents and assistant deputy directors to ensure consistency with departmental policies and procedures.
- Participate in the development of the strategic plan for the Department and assist the Deputy Director of Facilities in the development and implementation of the division strategic plan and long-term capital plans.
- Prepare, propose, and administer the facility’s annual operations budget in collaboration with the Deputy Director of Facilities and the Department’s Administrative Services Division.
- Serve as liaison for the facility and division to the County Board of Commissioners, the court, other governmental agencies, and community agencies to resolve problems, explain policy decisions, and recommend changes to enhance services.
- Establish and direct the facility’s management of all records, information systems, and research activities to evaluate results and forecast trends affecting facility operations, in collaboration with the Corrections Administrative Services Division.
(The work assigned to a position in this classification may not include all possible tasks in this work and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

Minimum Qualifications
Education: Bachelors degree in criminal justice, social services, or a related field.
Experience: Nine years experience in a criminal justice field, including at least two years experience in a correctional facility and two years as a Community Corrections Supervisor (or equivalent) or as a manager or chief administrator of a correctional facility.
Substitution: Thirteen years experience in criminal justice or social work field, including at least two years of experience in a correctional facility and two years as a Community Correctional Supervisor (or equivalent) or as a manager or chief administrator of a correctional facility.

This is an unclassified, at-will position, holding a confidential relation to the department head or elected official. This position requires an open screening and selection process. There is no exam for this unclassified, at-will, position. All applicants who meet the minimum qualifications will be forwarded to the department for consideration. Definition of Unclassified from the Ramsey County Personnel Act:
Subdivision 1. General. "The appointing authority may discharge employees in the unclassified service with or without cause. Employees in the unclassified service have no right to a grievance appeal from discharge or other disciplinary action under sections 383A.281 to 383A.301. An employee in an unclassified position shall not have tenure but shall be entitled to all benefits associated with tenure such as vacation leave, sick leave, health insurance, and other benefits as determined by the county board."
