SCOPE OF WORK:
Incumbent will operate various types of heavy equipment for road maintenance and construction in order to preserve, upkeep, and restore eligible Indian Reservation Roads (IRR). Including, but not limited to, BIA Road systems, Tribal Road systems, bridges, & other transportation facilities listed in the Road Inventory Field Data System (RIFDS).
SUPERVISION:
The Heavy Equipment Operator/Motor Grade Operator will work under the direct supervision of the Heavy Equipment Operator Supervisor, who will provide guidance, direction and conduct performance evaluations.
DUTIES AND RESPONSIBLITIES:
- Will operate construction equipment such as bulldozer, motor grader, front-end loader, scraper, backhoe, trench digger, etc. to push, pull, pile, or load materials such as sand, gravel, earth and snow.
- Responsible for performing basic maintenance checks before and after operating vehicles & equipment to ensure good working order.
- Responsible for operating equipment in a safe and proper manner according to safety rules and regulations.
- Operator must keep a daily log of work location, vehicle/equipment/fuel used, & work performed.
- Must have excellent verbal and written communication skills & ability to problem solve.
- The operator is responsible for carrying out the day-to-day functions in the area of road maintenance activities.
- The operator is responsible for roadside maintenance, including signs, culverts, bridges, guardrails, pavement striping, traffic signals, pedestrian trails etc.
- The operator will perform emergency road maintenance work such as ice and snow removal and control, traffic control, work in slide areas, repairs to drainage washouts, retrieving hazardous materials, suppressing wildfires, and other disasters that may occur.
- Coordinates, communicates, and cooperates with Tribal Members, Tribal Departments, Schools, Communities, Indian Health Service, Bureau of Indian Affairs, Counties, and States.
QUALIFICATIONS, SKILLS AND KNOWLEDGE:
- GED/High School diploma with (5) years experience operating heavy equipment and/or certification in heavy equipment operation preferred. If unable to find qualified applicants, will consider under-filling with documented training or six (6) months work experience in operation of heavy equipment.
- The operator must possess and retain a valid class A Commercial Driver’s License (CDL) with proper endorsements and meet insurability requirements in accordance with requirements set by the SRST). In lieu of a Class A CDL requirement consideration will be given for either: a Class B CDL with proper endorsements and meet insurability requirements in accordance with requirements set by the SRST or a valid state driver’s license and meet insurability requirements in accordance with requirements set by the SRST with ability to obtain a Class A or Class B Commercial Driver’s License (CDL) and HEO Certifications/CEU’s.
REQUIREMENTS:
- The operator must have experience and knowledge of working with a motor grader. The majority of the work will be done with a motor grader.
- Must be able to operate end dump and belly dump trailers.
- The operator must have knowledge of the different uses of sets of controls for operation of heavy equipment and attachments. Frequently, these different controls are operated simultaneously requiring good hand, eye and foot coordination.
- The operator is required to have basic knowledge of the nature of soil, snow and features of the terrain to determine the proper approach according to the condition of the surface or sub-surface. Occasionally works to tolerances of one tenth of a foot.
- Operator must be able to read service manuals and interpret the proper procedure in maintenance and repair of equipment.
- The operator must be familiar with regulations relating to use/misuse of Tribal vehicles.
- The operator is responsible for carrying out day-to-day details of seasonal road maintenance operations.
- The operator must be familiar with Standing Rock Tribal Roads Inventory.
- Operators must be able to lift in excess of 50 pounds of weight at all times. Heavy physical effort is required by the operator in constantly reaching, bending, turning, and moving hands, arms, and feet to operate and maintain the equipment and attachments
- Must pass a Tribal, State and Federal Background check, which my include fingerprinting. Position will be subject to all DOT regulations including random drug and alcohol testing.
- Must pass pre-employment drug testing.
- Must having a good driving history/record with past employers.
WORKING CONDITIONS:
- The operators will work both indoors and outdoors.
- The operators will be subject to extreme temperatures.
- The operators will be exposed to grease, oils, fuels, dirt, solvents, and danger of shock, cuts bruises, and vehicle equipment accidents.
