JOB SUMMARY

The Executive Director of Support Services provides high-level leadership and strategic oversight for multiple internal service departments including, but not limited to, District Property Management, Fleet Services and Asset Management. This role ensures effective, efficient, and fiscally responsible delivery of support functions aligned with the District’s mission, vision, and core values. The Executive Director works under the broad direction of the District Manager and serves as a key member of the executive leadership team.  This position requires a deep understanding of public administration, project management, asset maintenance, and cross-functional team leadership. It is responsible for driving performance, developing strategic initiatives, maintaining regulatory compliance, and ensuring exceptional internal customer service across all supported departments and stakeholders.

                                                       

ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes, but not limited to) 

  • Provides strategic oversight and leadership for support service departments to meet operational goals and strategic objectives.
  • Directs the planning, execution, and evaluation of district-wide support programs, projects, and services.
  • Collaborates closely with District Manager, Deputy District Manager, Assistant District Managers and Department Directors to ensure alignment and cohesion in delivering services.
  • Leads capital improvement planning and lifecycle asset management efforts.
  • Oversees departmental budget planning, forecasting, and execution; ensures fiscal stewardship and effective resource allocation.
  • Maintains regular communication with the Board of Supervisors and relevant committees, providing updates, recommendations, and reports.
  • Promotes continuous improvement, innovation, and efficiency.
  • Facilitates cross-departmental coordination to resolve issues, eliminate redundancies, and achieve shared outcomes.
  • Establishes performance metrics, evaluates departmental performance, and implements strategies to meet service expectations.
  • Leads emergency preparedness and response activities in accordance with District procedures and FEMA guidelines.
  • Ensures compliance with federal, state, and local regulations and District policies across all support departments.
  • Performs other duties as assigned and may be expected to take on additional responsibilities during emergencies.

MINIMUM EDUCATION AND EXPERIENCE (Includes, but not limited to)

  • Bachelor’s degree from a four (4) year college or university; Masters Degree preferred: or ten (10) years related experience and/or training in government and/or public works; or equivalent combination of education and experience.
  • Demonstrated experience overseeing complex budgets, capital projects, and multidisciplinary teams.

 

MINIMUM CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Florida Driver’s License required.
  • Required FEMA (ICS) certifications must be completed within six months of hire. 
  • All candidates and employees must successfully pass background screening. 


MINIMUM KNOWLEDGE, SKILLS AND ABILITIES (Includes, but not limited to)

EQUIPMENT

  • Regularly works in an office environment with occasional site visits to facilities and project areas.
  • May be required to perform duties in inclement weather or emergency conditions.
