Position Description: Director of Business Services
Reports To: Chief Financial Officer
Terms of Employment: 12-Month Exempt, Administrative Compensation
Supervises: Business Services and Payroll
General Statement of Responsibilities: Plans, develops, directs, coordinates and reviews
district programs in the areas of financial planning & budget, payroll, accounts payable,
purchasing and fixed assets, to ensure efficient and effective support for the educational
process.
Essential and Principal Duties:
1. Manage all fiscal affairs for the district, under the direction of the Chief Financial
Officer, including financial planning and reporting, debt service management and audit
compliance.
2. Interprets new statutes, federal, state, auditor general, and department of education
guidelines as they pertain to the district.
3. Responsible for the establishment and supervision of an accounting program adequate
to record in detail all financial transactions in accordance with the Uniform System of
Financial Records (U.S.F.R.).
4. Develops and administers the district annual Expenditure Budget; responsible for the
Annual Financial Report; meets all state mandated deadlines and requirements
pertaining to Budget and AFR reporting, dissemination and control; responsible for
preparing additional financial reports as requested or required.
5. Supervises the Director of Finance, who oversees the accounts payable, student
activities, and fixed assets functions of the district.
6. Responsible for the purchasing function; reviews equipment and supplies bidding and
final costs; audits the requisition and purchase order process; produces monthly and
periodic reports as requested or required.
7. Supervises the payroll function.
8. Monitors student enrollment data.
9. Works with the Human Resources Director to coordinate and integrate personnel and
payroll and procedural controls.
10. Recommends the hiring, classification, placement, promotion, suspension, or
termination of employees in the department; assures the development and operation of
appropriate training programs, conducts evaluations of the performance of
subordinates.
11. Recommends the establishment of and monitors the administration of financial records
management and reporting procedures and techniques as it relates to the efficient
functioning of the district.
12. Balances entries recorded in individual journals and ledgers; traces errors and records
adjustments to revenues and expenditures posted to incorrect accounts; transfers data
as necessary to the general ledger.
13. Works with auditors during all audits of school district accounts.
14. Performs other tasks as assigned by the Chief Financial Officer.
Qualifications:
1. Bachelor’s Degree in Accounting, Business or related field (Required)
2. Minimum of three years in school finance administration (Required)
3. Minimum of three years of supervisory experience (Required)
4. Valid Arizona DPS IVP Fingerprint Clearance Card (Required)
5. School Finance and Operations Certified (SFO) with ASBO International (Preferred)
6. Arizona Department of Education Administrative Certification (Preferred)
7. Knowledge of fund accounting
8. Experience in detailed budgetary planning and control
9. Knowledge of grants management
10. Knowledge of ERP Pro software (Preferred)
