Torbay Council is seeking an experienced and proactive Advanced SEND Mediation Officer to lead on SEND mediations, appeals, and tribunals. You’ll manage a small team, provide expert legal advice and training, and work closely with families, schools, and partner agencies to resolve disputes and deliver positive outcomes for children and young people with SEND.

If you have extensive SEND casework and mediation experience, strong legal knowledge, and excellent communication skills, we’d love to hear from you.

This post meets the requirements for an Enhanced Criminal Record Check. This will show spent and unspent convictions and adult cautions which have not been filtered in line with legislation, plus any information held by local Police that is considered relevant to the role.

Skills

Essential:
  • Comprehensive and cohesive legal report writing skills, the ability to present in Court and explain legal information and decision making.
  • Advanced mediation and restorative practice skills, the ability to manage relationships whilst maintaining robust decision making. 
  • Skilled in writing EHCP and Amendments.
  • Able to work on own initiative with a pro-active and flexible approach, and the ability to systematically organise workload, managing constraints and conflicting demands.
  • This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.

Knowledge

Essential:
  • Expert knowledge and understanding of the SENDIST and appeals process. 
  • Considerable knowledge and understanding of SEND legislation.
  • Considerable knowledge of case law and up to date knowledge on recommendations from the High Court. 
  • Legal understanding and knowledge about the right to appeal. 

Experience & Qualifications

Essential:
  • Extensive experience of working with SENDIST and submission of Tribunals and appeals paperwork. 
  • Extensive experience of working within SEND and the EHCP Code of Practice. 
  • Demonstrable experience of facilitating mediation to mitigate escalation.
