MBL Technologies is seeking an IT Project Manager to support a federal contract. This role is mostly remote; however, it will require occasional onsite meetings in the Arlington area. With no travel reimbursements allocated. This role is contingent based on contract award.
The IT Project Manager is responsible for directly managing information technology (IT) projects that deliver unique services or products to the organization. This role ensures projects meet defined objectives by coordinating stakeholders, defining technical and security requirements, monitoring performance, and fostering continuous improvement. The IT Project Manager provides oversight of project budgets, staffing, and acquisitions while ensuring compliance with organizational, cybersecurity, and regulatory requirements.
Key Responsibilities:
- Coordinate and manage the end-to-end IT service provided to customers.
- Develop and define system, network, performance, and cybersecurity requirements.
- Ensure Service-Level Agreements (SLAs) and underpinning contracts are defined, monitored, and met.
- Incorporate performance, security, and compliance requirements into contracts.
- Gather customer feedback and service performance data to drive improvement.
- Identify and address cyber workforce planning issues (e.g., recruitment, training, retention).
- Lead budget, staffing, and contractual performance of project activities.
- Manage relationships with IT process owners and define Operating Level Agreements (OLAs).
- Support IT acquisitions, including import/export reviews for systems and software.
- Perform needs analyses to identify opportunities for improved business processes.
- Provide guidance on project costs, design concepts, and design changes.
- Collaborate with service managers and product owners to balance priorities and constraints.
- Develop methods to monitor and measure project risk, compliance, and assurance.
- Ensure acquisitions, procurements, and outsourcing meet information security requirements.
- Conduct or review IT project audits and performance reports.
- Initiate corrective actions to address service or performance issues.
- Evaluate procurement effectiveness in meeting security and compliance requirements.
- Recommend improvements and upgrades to optimize project outcomes.
- Manage IT projects to deliver high-quality, secure, and efficient solutions.
- Oversee the full project lifecycle from planning through execution and monitoring.
- Act as a primary stakeholder in IT operational processes that support the service.
- Provide direction and oversight to ensure services are successfully delivered.
Required Experience & Skills:
- 5+ years of relevant IT or cybersecurity experience.
- Bachelor's degree in a cybersecurity-related field (or equivalent certifications/experience).
- Experience identifying performance indicators and actions needed to improve or correct performance.
- Skill in translating, tracking, and prioritizing project information needs
Required Abilities:
- Ability to ensure security practices are integrated throughout the acquisition process.
- Evaluate and validate the trustworthiness of project suppliers and products.
- Oversee the development and updates of project lifecycle cost estimates.
- Communicate effectively in written and verbal formats with technical and non-technical stakeholders.
Required Knowledge:
- IT acquisition/procurement processes, life cycle management, and architectural frameworks.
- Cloud-based knowledge management technologies, governance, and security.
- Cybersecurity principles, risks, vulnerabilities, and mitigation strategies.
- Risk Management Framework (RMF) and ITIL service management concepts.
- Import/export control regulations, especially those related to cryptography and security technologies.
- Process improvement models such as CMMI for Development, Services, and Acquisitions.
- Resource management principles and techniques.
- Cyber threats, incident response, and impacts of cybersecurity lapses.
- Laws, regulations, policies, and ethics related to cybersecurity and privacy.
