Job Description

The Target Hiring Range for this position is: $126,372-$135,000

The Administrative Manager is a strategic and customer service-driven leader responsible for leading a team of administrative professionals to ensure seamless, efficient support across the Support Operations division of the Senate Sergeant at Arms. This role plays a critical part in ensuring that team members have what they need to succeed today, while anticipating the administrative support needs of tomorrow. With a strong focus on delivering high-quality, solutions-oriented service, maximizing efficiency, and continuous service improvements and innovations, the Administrative Manager builds the systems and workflows that enable others to do their best work. The ideal candidate thrives on solving problems, leading people, and making complex operations run seamlessly, making this position core to organizational effectiveness and success. 

Key Accountabilities/Essential Job Duties
Directs and coordinates daily activities of the administrative group, provides leadership and support for program/project management and workflow systems. Manages and implements departmental objectives, policies, guidelines, and procedures, ensuring effective program and project management. Oversees timely and satisfactory fulfillment of service requests. Implements and administers departmental objectives, policies, guidelines, and procedures, ensuring successful execution and adherence to organizational goals. Identifies and recommends opportunities for process improvement within the administrative group, proactively enhancing existing workflows and procedures. Undertakes additional duties as assigned, demonstrating flexibility and adaptability in a dynamic work environment. Other duties as assigned.

JOB SPECIFICATIONS

Required Education
Bachelor’s Degree.

Other Duties/ Responsibilities

  • Provides training and instruction to subordinate personnel with varying skill levels, ensuring the development and enhancement of team capabilities.
  • Coordinates security clearance requests, tracks the process, and maintains accurate records.

Required Work Experience

  •  5-8 years.

  • Strong interpersonal and communication skills, with the ability to convey information clearly and concisely.
  • Exceptional organizational skills coupled with proficiency in computer systems and applications.
  • Demonstrated work experience in personnel systems, illustrating a solid understanding of related processes.
  • Ability to create reports and deliver effective presentations, contributing to data-driven decision-making.
  • Proven ability to successfully manage and lead a team, fostering a collaborative and productive work environment.
  • Strong analytical skills, enabling the analysis of administrative problems and the formulation of appropriate solutions or recommendations.
  • Ability to research, assemble, and correlate financial and statistical data to support informed decision-making.
  • Ability to handle confidential or sensitive information with discretion and adherence to privacy policies.
  • Proficiency in preparing and maintaining accurate records and reports, ensuring data integrity.
  • Ability to respond to customer inquiries and complaints in a tactful, timely, and courteous manner.
  • Demonstrated ability to establish and maintain effective working relationships within the team and across an organization.
  • Knowledge of, or the ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Committee on Rules and Administration and the Senate Select Committee on Ethics.

  • Skill in analyzing operational challenges, identifying solutions, and implementing process improvements.
  • Excellent organizational, communication, and interpersonal skills to effectively engage with stakeholders at all levels.

Working Conditions

  • Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.
  • This position directly supports essential services of the U.S. Senate. As such, this position requires the  employee be available and prepared to work during  government shutdowns, in inclement weather, on  holidays, weekends, and during late nights to ensure essential services to the Senate continue without interruption. In the context of government furloughs, this position is considered excepted.
  • Sedentary.

 CONDITIONS OF EMPLOYMENT

To be employed by a Senate employing office in a paid position in the continental United States an individual must:
1. Be a U.S. citizen;
2. Be lawfully admitted for permanent residence and seeking citizenship as outlined in 8 U.S.C. § 1324b(a)(3)(B);
3. Be (i) admitted as a refugee under 8 U.S.C. § 1157 or granted asylum under 8 U.S.C. § 1158 and (ii) have filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; or
4. Owe allegiance to the U.S. (i.e., qualify as a non-citizen U.S. national under federal law).
