Position Summary:
The Employer Partnership Manager is a key driver of Fedcap’s Service System Management (SSM) workforce strategy, responsible for overseeing large (workforce of 100+ employees) job placement efforts and employer relationships across a network of 47 partner providers. This role leads to the development, management, and expansion of strategic employer partnerships across high demand sectors and ensures that jobseekers are matched with sustainable employment opportunities that reflect evolving labour market needs.
As the sole point of contact for all large employer partners within the SSM network, the Employer Partnership Manager is accountable for delivering consistent, high-quality employer experience. This role bridges service delivery and employer demand, translating business needs into clear talent pipeline strategies across a decentralized ecosystem. The position requires both relationship sophistication and strong operational discipline.
What You'll Do:
Strategic Employer Engagement
- Own and manage a portfolio of 5-10 (with the potential of yielding a minimum of 50-100 job placements per account) high-value employer accounts across in-demand sectors.
- Serve as the single accountable relationship manager for all SSM employer partners across the SSM network, ensuring a consistent, customer-focused experience from first contact to ongoing collaboration.
- Develop annual partnership plans for each major employer, including hiring forecasts, recruitment expectations, and feedback loops.
- Proactively engage employers through quarterly business reviews, ensuring retention, satisfaction, and opportunities for expansion.
- Represent Fedcap in at least 2 external employer-facing engagements per quarter (industry associations, sector convenings, hiring coalitions) to identify new leads.
Talent Pipeline Development & Job Matching
- Translate employer needs tailored talent pipelines by collaborating with Job Developers and Service Providers; ensure employer and sector routeways reflect readiness criteria, timeline, and hiring standards.
- Review, validate, and optimize the quality of all candidate submissions across the network—ensuring at least 95% meet employer-readiness standards.
- Partner with providers to strengthen candidate preparation processes based on employer feedback and outcome data.
- Maintain a consistent 50%+ interview-to-hire conversion rate by improving alignment between jobseeker capabilities and employer requirements.
Customer Service Excellence
- Ensure that all employers receive timely, responsive service across their full engagement lifecycle, including candidate sourcing, interview scheduling, and feedback management.
- Implement a structured employer onboarding process with clear service standards and communication expectations.
- Maintain a minimum employer satisfaction score of 95% based on post-placement interviews.
- Monitor and resolve employer escalations and quality concerns within 2 business days of issue identification.
Network Accountability & Provider Oversight
- Act as the operational link between our employer partners and the 47 Service Providers within the SSM ecosystem—ensuring timely job matching, candidate responsiveness, and post-placement support.
- Facilitate accountability sessions with providers to review candidate readiness, job matching activity, and placement performance by employer.
- Audit employer interactions and submissions by providers to ensure compliance with Fedcap quality standards.
- Share quarterly trend reports with providers including feedback summaries, performance benchmarks, and placement insights.
Performance Management & Data Reporting
- Track and report on a core set of KPIs including employer retention, candidate placement volumes, 1 /3/ 6/12 -month retention, employer satisfaction, and contribution to Performance Based Earnings.
- Ensure 100% accuracy of employer and placement data in FedcapCARES and related systems, with all interactions and outcomes recorded within 48 hours of placement start date.
- Prepare and deliver quarterly employer performance reports with actionable recommendations to employer partners
- Continuously analyze labour market data and employer feedback to inform service adjustments and new partnership strategies.
You’re a Great Fit for This Role If You Have:
- Bachelor’s degree in business, workforce development, public administration, or related field required, Master’s preferred
- Minimum of 3 years in employer engagement, B2B relationship management, or business development with demonstrable success across multiple stakeholders.
- At least 3 years of experience in workforce development, talent acquisition, or employment services, ideally in a high-volume, performance-based environment.
- At least 3 years’ experience managing a distributed or partner-driven service delivery model with measurable placement and customer service expectations.
