The City of Mission Viejo is accepting applications for the position of Community Services Facility Leader from qualified applicants.  There are two (2) current vacancies within the Recreation & Community Services Department to work 15 to 19 hours per week.   Be advised that various work shifts may be available:  Monday to Friday, 12:00 p.m. to 4:00 p.m. or 4:00 p.m. to 8:00 p.m.; Saturday from 2:00 p.m. to 7:00 p.m.; and Sunday from 12:00 p.m. to 5:00 p.m. The schedule will vary depending on the needs of the City.  This position may be rotated through the Recreation and Fitness Centers. 

The first round of interviews is tentatively scheduled for the week of October 6, 2025.  Only one date will be available for an applicant to attend.   The City will not accommodate applicant scheduling requests for alternative dates and it is recommended that you plan your calendar accordingly.

Community Services Facility Leaders are classified as Hourly, Seasonal, Temporary employees as defined in the City’s Categories of Employment Personnel Policy, and are not part of the competitive service.  Incumbents will work a flexible and variable hour part-time schedule, with an average of 15 and up to 19 hours per week, with increased scheduling during peak workload periods, but less than 1,000 hours during assignments through the fiscal year starting July 1st and ending June 30th

Recreation Centers are open Monday through Friday, 5:30 a.m. to 8:00 p.m.; Saturday from 7:00 a.m. to 7:00 p.m.; and Sunday from 7:00 a.m. to 5:00 p.m.  This position may be rotated through the Recreation and Community Services facilities.  The schedule may vary on the changing needs of the City.  The eligibility list established for this current recruitment may be used to fill future Community Services Facility Leader vacancies.

Position Duties

Your impact

  •  Open, close, and secure facilities at prescribed times and check for safety and maintenance concerns; maintain all amenities and operations of the recreation centers; including providing good customer service that will help create memorable experiences for patrons that visit the facilities, attend special events, and book the recreation centers for parties at either Montanoso or Sierra Recreation Centers. 
  • Ensure a safe environment for staff and participants and maintain responsible operations of the recreation centers and programs at all times; make regular rounds to all areas within the facility to ensure that activities are conducted safely and appropriately.
  • Respond to all injuries and assist in immediate first aid and proper emergency procedures; maintain Red Cross certifications to respond to land and water emergencies and maintain familiarity with Emergency Action Plans for both recreation centers.
  • Compile facility usage statistics and document all staff reports, facility issues, participant concerns, injuries, and incidents.
  • Provide positive public relations and policy education to facility patrons; resolve participant conflicts and disputes with tact and diplomacy.
  • Assist with facility reservations, including phone and front counter contact, registering patrons for classes and programs, processing receipts, and record keeping.

 

Other Job-Related Duties When Assigned to a Recreational facility with a Pool:

  • Act as lifeguard during pool hours to provide lifeguard breaks during opening and closing shifts.

IDEAL CANDIDATE 

  • Able to work a minimum of 15 and up to 19 hours per week which may include early mornings, evenings, weekends and holidays at a variety of City facilities;
  • Possess a basic lifeguard certificate or can attain one within three (3) months of hire;
  • Possess excellent communication and customer services skills in person and over the telephone;
  • Possess a general understanding of facility health and safety programs;
  • Learn, understand and apply facility use policies and procedures;
  • Work independently while supervising facilities and user groups; 
  • Experience opening, closing, and securing facilities independently; and
  • Handle medical emergencies and injuries in a calm and effective manner, including providing basic first aid and/or adult and child cardiopulmonary resuscitation.

Minimum Qualifications

Knowledge of:

  • Operation procedures of community and recreational facilities, or other comparable facilities 
  • General knowledge and background of community and recreation programs.
  • Applicable safety precautions and procedures related to the program area(s) and facilities to which assigned. 
  • Principles of risk management related to the functions of the assigned facility. 
  • Safety principles and practices, including infant, child and adult cardiopulmonary resuscitation (CPR), AED, and basic first aid methods.
  • Standard office practices and procedures, including the use of standard office equipment, basic record keeping, arithmetic, and Windows based computer systems related to the work.
  • Pertinent administrative and departmental policies.
  • Techniques of dealing with individuals of various ages and from various socio-economic groups and for effectively representing the City in contacts with users and the community. 
  • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.
  • English usage, spelling, vocabulary, grammar and punctuation.
  • Safe driving principles and practices.
  • Safe work practices.

Other Knowledge When Assigned to a Recreational Facility with a Pool:

  • Basic principles and techniques of lifeguarding, including rescuer methods as defined by the American Red Cross, National Pool and Waterpark Lifeguard Training Program (NPWLTP) or YMCA.
  • Methods for keeping water and surrounding areas safer for public use; safe handling and use of chemicals.


Skill in:

  • Working independently while supervising facilities and user groups. 
  • Learning, understanding and applying facility and park use policies and procedures. 
  • Providing courteous assistance to facility patrons and the public. 
  • Lifting and moving tables and chairs and arranging facilities for special events and/or meetings. 
  • Learning a basic computer system operation to enter and retrieve data for class registration and facility reservations. 
  • Using English effectively to communicate in person, over the telephone and in writing.
  • Gathering information and composing a variety of articles, news releases, and related materials on a range of community issues.
  • Researching and compiling data for special projects and various reports and assignments as required.
  • Using tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Operating modern office equipment including computer equipment, software programs, and audio-visual equipment.
  • Remaining flexible and adapting as job responsibilities change. 
  • Meeting the physical requirements necessary to safely and effectively perform the assigned duties. 
  • Understanding and carrying out oral and written instructions. 
  • Maintaining facilities and equipment in a clean, safe and secure manner.
  • Handling medical emergencies and injuries in a calm and effective manner, including providing basic first aid and/or adult and child cardiopulmonary resuscitation.
  • Operating a motor vehicle safely.

Other Skills When Assigned to a Recreational Facility with a Pool:

  • Performing water chemistry tests.
  • Using appropriate safety equipment when handling pool chemicals and equipment.

Other Qualifications

QUALIFICATIONS

Equivalent to the completion of twelfth (12th) grade and two (2) years of experience in community services, cultural arts, and/or facility operation and maintenance.  Previous facility management/security experience preferred.  Applicants must be 18 years or older at the time of appointment.

LICENSE OR CERTIFICATE

  • Possession of, or ability to obtain and maintain, a valid Standard First Aid Certificate is required within three (3) months of appointment;
  • Possession of, or ability to obtain and maintain a valid American Red Cross or American Heart Association Automated External Defibrillator (AED) and Cardiopulmonary Resuscitation Certificate (CPR) for Infant, Child, and Adult is required within three (3) months of appointment; and
  • Possession of or ability to obtain and maintain a valid California Driver’s License may be required.

Other Certificates When Assigned to a Recreational Facility with a Pool:

Lifeguard Training or Basic Lifeguarding Certificate is required within the first 3 months of appointment.  Failure to attain the required certificate may result in employment separation or involuntary demotion.
