About the Department
Under general supervision of the Public Works Construction Inspections Manager. Performs administrative work in planning, organizing and overseeing construction inspections, street maintenance and building maintenance; as well as technical work in construction inspections of infrastructure. Acts in the capacity of the Construction Inspections Supervisor in their absence.
Position Duties
- Primarily inspects, approves, or rejects installation of new roads, storm drainage systems, street signage, and sidewalks in new residential and commercial developments. Ensures infrastructure is installed in compliance with the Town’s Street and Storm Drainage Standards and Specifications.
- Documents all new roadway and construction activities in accordance with NCDOT or federal grant requirements.
- Makes recommendations and improvements to the Street and Storm Drainage Standards and Specifications.
- Oversees contractor’s compliance with erosion and sedimentation control.
- Inspects Town Capital Improvement Projects; maintains documentation of project; verifies material quantities and submittals for payment; and attends construction related meetings.
- May review construction drawings for constructability and provide input and feedback to engineers.
- Assists other Public Works employees in roadway, grounds, and building maintenance projects of municipal properties.
- Ability to maintain accurate records.
- Assist with service and repair calls for municipal properties, including HVAC, plumbing, water and sewer, elevator, fire pump, and fire alarm systems.
- Operation of heavy equipment including, but not limited to, backhoe, mini excavator, sweeper, dump trucks, hook lift truck, knuckleboom truck, bucket truck, ramjet and vacuum trailer.
- Responds to storm, emergency or disaster events as required.
- Serves in rotation of on call duties as required.
- Performs line locates, marking Town owned utilities, right-of-ways and easements, and updates the NC811 system.
- Performs other duties as required.

Other Qualifications
- Working knowledge of Town Street and Storm Drainage Standards and Specifications, codes, ordinances, roadway construction, roadway maintenance, sidewalk installation and maintenance, grounds maintenance, building construction, stormwater systems, and water and sewer systems.
- Ability to read and interpret construction plans, blueprints, specifications, and as-built drawings and be able to recognize deviations in the field.
- Ability to perform material and construction test and interpret results.
- Ability to detect errors in construction materials and projects.
- Good computer skills
- Ability to establish and maintain effective working relationships with contractors, staff, Engineers, Architects, Developers, Code Officials and the public.
- Working knowledge of encroachment agreements and easements.
- Must have the ability to effectively communicate both orally and in writing.
Physical Requirements
- Must be able to physically perform the basic life operational functions of climbing, kneeling, walking, standing, fingering, grasping, talking (expressing or exchanging ideas by means of spoken words), hearing (perceiving nature of sounds by ear), and perform repetitive motions.
- Must be able to exert up to 50 pounds of force occasionally, 20 pounds of force frequently and up to 10 pounds of force constantly to move objects.
- Requires visual acuity to differentiate between colors and shades of color, inspect work for quality, methods and materials, operate a computer, maintain records and reports, use of measuring devices and determining the accuracy and thoroughness of work.
- Work is subject to adverse environmental conditions.
Desirable Education and Experience
- High school diploma or the equivalent, supplemented by experience and technical courses and training in construction, inspections or engineering.
- Two years’ experience in construction, inspections or engineering or the equivalent or education and experience.
- Possession of Certified Work Zone Supervisor certification or ability to obtain within one year of hire.
- Possess a valid NC Commercial Class B driver license or ability to obtain within six months of hire.
