About the Department
GENERAL DESCRIPTION: Performs highly advanced (senior-level) training and development work for a wide spectrum of employees serving in law enforcement, regulatory and administrative support functions. Work involves researching, planning, designing, conducting, and evaluating workforce training and educational programs. Oversees and leads the implementation of training programs including developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating training division activities. Identifies long-range training goals and recommends programs to achieve goals, including the development of an annual training plan. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Position Duties
ESSENTIAL JOB FUNCTIONS (EJFs):
(20%) Supervises and manages day-to-day activities of the Training Division Instructor staff and establishes goals and objectives and develops, approves schedules, priorities, and standards for achieving goals.
- Develops individualized and group training programs that address specific business needs.
- Develops guidelines, procedures, templates and forms for efficiency and to ensure best practices.
- Identifies and assesses the training needs of the organization through job analysis, career paths and consultation with subject matter experts, managers and directors.
- Implements effective and purposeful training methods.
- Manages resources, including working with both internal employees and training vendors to develop and deliver training. Selects vendors to conduct training and manages a variety of contracts and procurement for training services.
- Oversees the performance evaluations and time and leave functions for e-Learning Developer and training specialists staff.
- Assesses employees’ skills, performance and productivity to identify areas of improvement.
(40%) Designs, develops, and delivers training sessions to satisfy mandated training requirements, to meet the human resources knowledge needs of managers, to enhance leadership development, to support customized training requirements and to support agency strategic priorities.
- Creates a curriculum to facilitate strategic training based on the agency’s goals.
- Develops training courses and manuals that target tangible results.
(20%) Performs higher order administrative duties that include preparing reports and submitting training records to the Texas Commission on Law Enforcement (TCOLE),
- Prepares the monthly Commissioner’s report and other monthly reports for executive leadership.
- Maintains the training calendar.
- Prepares Training Division management and productivity reports; reviews and approves documents and reports developed by employees to ensure professional quality and appearance, consistency, and responsiveness.
- Coordination of Training Division Advisory board agenda, materials, and meetings.
(15%) Consults with the Training Director and agency leadership to create strategic plans, establish and monitor both long-term and short-term training objectives for the Training Division.
- Evaluates alternative training delivery methods (i.e. in-person, web-based, online, etc.), and recommends plans for supplemental training programs; coordinates services with external agencies, vendors and/or sources.
(5%) Performs other duties as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment. Experience and education may be substituted for one another.
AND
- Experience supervising or managing a team.
- Five (5) years of experience in training work covering, classroom instruction, course development, and course evaluations.
PREFERRED QUALIFICATIONS:
- Full-time training and workshop facilitation experience in a Texas state agency to include supervision, oversight or coordination of other trainers and implementation of organizational development initiatives.
- Experience overseeing training programs for commissioned personnel, management experience of personnel in TCOLE approved training program, management of training records, and management of TCOLE approved academy training provider.
- TCOLE Basic or Advanced Instructor certification.
- Experience in developing TCOLE approved training program.
- Experience in coordination of Advisory Boards.
- Successful completion of leadership training at the mid management to executive level leadership
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge
- Knowledge of training procedures and techniques; of adult education principles, practices, and techniques; of group processes, group dynamics, and interpersonal relations; and of instructional design and curriculum development.
- Knowledge of Alcoholic Beverage Code, the Rules of Texas Alcoholic Beverage Commission, TABC Policies and Procedures and the Texas Penal Code, and other applicable statutes; agency rules, policies, and procedures; and regulatory procedures related to the alcoholic beverage industry.

REGISTRATION, CERTIFICATION OR LICENSURE:
- Possess a valid Texas driver’s license.
- Obtaining a Basic TCOLE Instructor Certification is required within 1 year of employment.
- Peace Officer license by the Texas Commission on Law Enforcement (TCOLE), if applicable. TABC may hold the commission for a candidate who is TCOLE certified. All TABC CPOs are required to comply with additional physical standards.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS:
This position functions in a standard office environment. Must be able to move about the office to access file cabinets, office equipment and move a minimum of 20lbs. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines. Required to work as a leader and work with sensitive and confidential information.
This position is expected to work in the office but may be eligible for situational telework upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.

- All TABC certified peace officers are required to comply with the physical standards annually as a condition of their employment (Texas Government Code, Chapter 614, Subchapter H, section 614.172).
- Ability to meet the physical demands of a job that includes bending, moving, carrying heavy objects (minimum of 80 pounds), executing forcible arrests, and operating a motor vehicle over sustained periods of time.
- Good physical condition, capable of strenuous physical exertion and have no physical disabilities which would interfere with police duties; visual acuity not exceeding 20/200 uncorrected or 20/30 corrected; and no color blindness.
MILITARY OCCUPATIONAL SPECIALIST (MOS) CODE:

The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
