This Program Specialist 3 position in the Office of the Registrar operates under general direction, reporting directly to the Registrar. The work of this role requires an ability to interpret and work following federal, state and college rules, and policies. Essential to this position is the ability to fully understand and perform the work related to student records, grades and transcripts in both the Legacy (HP) system environment as well as in PeopleSoft (ctcLink). It is required for this person to fully understand student data, student information system structures, processes and how this relates to and impacts student records. 

This position works very closely with various stakeholders across campus to provide assistance and specialized consultation in these processes to prospective students, applicants, program faculty, and representatives from outside organizations, recommending resolution for complex problems and issues. They coordinate communications to students regarding records processes and status.

Track legislative, State Board for Community and Technical Colleges (SBCTC), and Washington Student Achievement Council (WSAC) changes related to student records and coding and inform co-workers and supervisor of issues or business process changes that may be needed. 

Established guidelines, regulations, policies and procedures must be followed to interpret needs and implement services in support of Green River College’s mission. All duties are performed while protecting the confidentiality of student records as outlined by FERPA, as well as federal, state, and Green River policies and procedures.


ABOUT THE COLLEGE:

Green River College's student body is made up of approximately 41% Academic Transfer students, 34% Professional-Technical students, 15% Adult Basic Education student, and 3% Applied Bachelor degrees.  Green River College has four campuses, including the main campus in Auburn, Washington, with satellite campuses in Kent, downtown Auburn, and Enumclaw.  Green River programs serve high school graduates, Running Start students (dual enrollment in local high schools and the college), those seeking retraining for the workforce, international students, students learning English, and Continuing Education students. Green River's service areas are increasingly ethnically diverse, comprising African Americans, African immigrants, Asian Americans, Asians, Latinx, Native Americans, Pacific Islanders, and Middle Eastern Americans, among other communities.

Position Duties


Transcript Evaluation responsibilities:

  • Advise and provide training for professional advisors, program directors, faculty and students on how to run and read Academic Advisement Reports in order to advise students on which classes previously taken satisfy Green River program requirements
  • Communicate with and advise students on the transcript evaluation process, status and outcome
  • Anticipate any potential issues with each transcript and course evaluation and identify/recommend resolution and/or alternatives before they occur
  • Evaluate course equivalencies using the tools available and knowledge of Green River College program knowledge
  • Use professional judgement to investigate and provide recommendations on corrective action when evaluating previously earned credit
  • Officially transfer-in credits from other regionally accredited institutions of higher education by correctly recording information in the student management system
  • Maintain documents and save per the state retention schedule and office procedures

Graduation responsibilities:

  • Advise and provide training for professional advisors, program directors, faculty and students on how to run and read Academic Advisement Reports and the College catalog, in order to advise students on which classes need to be taken to complete remaining requirements
  • Communicate graduation application status using the technical tools available
  • Evaluate procedures regularly, identifying areas of improvement and ways to reduce barriers to completion
  • Communicate the degree exception process when applicable
  • Evaluate transcribed and transferred-in student coursework for completion requirements
  • Advise professional advisors, program faculty, and students of any coursework needing to be completed
  • Exercise professional responsibility while awarding credentials and record completions accurately to official student records
  • Print diplomas and mail to student address as provided
  • Maintain documents and save per the state retention schedule and office procedures
  • Perform unofficial graduation evaluations to answer questions for professional advisors and faculty for their advising duties

Degree Exception Committee responsibilities:

  • Manage Degree Exception Committee processes for when students and faculty request substitutions to degree requirements, including collecting documents, managing the procedure flow and voting process
  • Investigate and provide possible solutions for discrepancies in course completion and availability which could be solved with Degree Exception process
  • Record Degree Exception Committee outcomes accurately in student management system
  • Communicate Degree Exception Requests results to students and committee members
  • Maintain documents and save per the state retention schedule and office procedures

Academic Advisement Report responsibilities:

  • Manage all aspects of creating and maintaining the Academic Advisement Report tool in the student management system
  • Program new degree and certificate requirements to match the published College Catalog program requirements
  • Investigate and resolve any issues relating to placement of courses in degree and certificate programs in the Academic Advisement Report tool

Minimum Qualifications

Minimum Qualifications:

  • Previous experience and demonstrated competency in the areas of problem solving and managing multiple projects and deadlines.
  • Commitment to Diversity, Equity, and Inclusion by demonstrated multicultural competence (including awareness and understanding of historically underserved populations) and experience creating an affirming educational environment focused on equity, diversity, and inclusion
  • Attention to detail is required.
  • Experience researching and resolving issues.
  • Initiative, responsibility and problem-solving skills.
  • Demonstrated competency in written and verbal communication, including interpersonal skills and the ability to positively work with various stakeholders. 
  • Associate degree or combination of education and applicable work experience
  • Experience in MS Office, specifically Word, Excel, SharePoint, and Teams

Preferred Qualifications:

  • Working knowledge of the Degree Audit and/or Academic Advisement Report
  • Demonstrated knowledge and working familiarity with: SBCTC Legacy System; and/or People Soft ERP
  • 2-year degree and 2 years of higher education, credential evaluation, or Registrar’s Office experience
  • Bi-lingual in one of the top 5 languages in Green River’s service area: Spanish, Vietnamese, Chinese, Somali, Russian/Ukrainian

  • Frequent use of computer and exposure to terminal screen in performing work assignments
  • Work in an office setting with frequent interruptions
  • Must be able to maintain “regular and predictable attendance”
  • May need to carry, lift or move equipment/supplies up to 20 lbs
  • Work schedule: M-F, 8am to 5pm
