About the Department
WHAT YOU'LL DO
Under the direction of the Vice Chancellor of Business and Administrative Services, the Associate Vice Chancellor of Financial Services leads, plans, manages, organizes, and evaluates District business operations, systems, and processes, including budget development and administration, fiscal and accounting services, banking and payroll, auxiliary services, and other related operational functions.
There is currently one full-time (12 months/year, 40 hours/week) vacancy located at the District Administrative Center in Camarillo, CA.
This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, non-bilingual and bilingual, temporary and regular vacancies for the duration of the list, not to exceed one year.
WHERE YOU’LL WORK
The District Administrative Center, centrally located in Camarillo, oversees administrative functions, and provides leadership and services to the three colleges in support of VCCCD’s mission.

Position Duties
Assist in maintaining the fiscal integrity of the District. E
Develop short-term and long-range plans for business operations within the District. E
Provide leadership in collective bargaining on behalf of the District. E
Develop the annual budget in cooperation with college representatives; oversee the administration of the budget at a district-wide level; chair the shared-governance committee responsible for fiscal and budget activities. E
Plan, organize, evaluate, and manage business operations of the District including general accounting, internal and external audits, payroll, accounts payable, fiscal services, budget, and contract administration. E
Review, monitor, and approve district-wide structure and operations to ensure compliance with proper controls, standards, policies and procedures; consolidate operations from colleges to the District where appropriate; implement changes and enforce compliance. E
Draft District fiscal policies for Board adoption; develop and document standard accounting procedures; assure compliance with California Community Colleges Accounting and Budgeting Manual. E
Prepare or analyze financial data as it relates to the financial status of the District. E
Prepare Board agenda items on financial matters and make appropriate presentations to the Board. E
Assess the fiscal impact of statewide or legislative proposals on the District. E
Provide guidance to Vice Presidents of Business Services on budget development and management, accounting practices, cash handling, internal controls, and related matters. E
Supervise all fiscal matters of the District, including investments, financial aid, and accounting; assist the colleges with the fiscal management of the childcare centers, food services, and bookstores. E
Plan and coordinate the fiscal year-end process with the colleges to ensure the accuracy of the District’s annual financial statements. E
Coordinate operations of the information technology system as it relates to the integrity of fiscal data, accounting procedures, internal controls, and reporting, including the specifications for any new systems or enhancements. E
Plan and coordinate the annual audit; assist the external audit firm in drafting the annual financial report; ensure that management letter comments are addressed appropriately.
Serve as a member or chair of various committees related to policy, procedure, or financial matters; represent the District on a variety of committees.
Drive a vehicle to college campuses as needed to attend meetings and carry our responsibilities.
Supervise and evaluate the performance of assigned employees, set performance requirements and goals, monitor and coach for improvement, promote excellence and customer service, and take disciplinary action if needed according to District rules. E
Work collaboratively and professionally with faculty, staff, students, and stakeholders from diverse academic, socioeconomic, cultural, disability, gender identity, and ethnic communities. E
Demonstrate cultural humility, sensitivity, and equity-mindedness in working with individuals from diverse communities; model inclusive behaviors; and achieve equity in assignment-related outcomes. E

E = Essential duties
Minimum Qualifications
A bachelor's degree or equivalent from an accredited college or university in business administration, accounting, or related field AND five years of fiscal management experience, including fund accounting.
OR
A master’s degree or equivalent from an accredited college or university in business administration, accounting, or related field AND four years of fiscal management experience, including fund accounting.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license

EXAMINATION AND SELECTION PROCESS:
This is an examination open to the public and current District employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by the posted deadline date on this bulletin.
The examination process may consist of any of the following components:
A) Training and Experience Evaluation = Qualifying (pass/fail)
B) Technical Interview = 100% weighting on final score
TRAINING AND EXPERIENCE (T&E) EVALUATION:
A T&E is an assessment of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.
The candidates with the highest passing scores on the T&E will be invited to the technical interview.
TECHNICAL INTERVIEW DATE RANGE AND LOCATION:
Date Range: Thursday, October 23, 2025 - Thursday, October 30, 2025
Location: The Technical Interview will likely be conducted remotely, using Zoom. To participate, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.
The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

Duration of work experience is calculated based off a standard 40-hour full-time work week. Part-time work experience will be prorated based on a 40-hour full-time work week. ELIGIBILITY LIST:
Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.
PROBATIONARY PERIOD:
All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
