About the Department

The City of Eustis is seeking a trustworthy, responsible individual who, under direction, performs responsible supervisory work involving the planning, coordination and direction of work in the City's Water or Wastewater Departments.   The employee is responsible for overseeing and supervising the day-to-day operational aspects of the department in order to attain an efficient flow of work and to meet departmental demands.  

The employee is expected to exercise considerable judgment and initiative in the performance of work tasks. This position is supervisory in nature and the employee’s recommendations on subordinate personnel decisions, including hiring and firing, carry particular weight in the decision-making process.  

Examples of Machines, Tools and Equipment Used: 
City vehicle; two-way radio; chemicals such as chlorine/polymer for wastewater; chlorine/fluoride for water; motors; pumps; valves; gauges; may operate heavy automotive equipment such as tractor-mowers, backhoes, bulldozers, etc.; SCADA Control Systems; instrumentation equipment

Position Duties

Supervises, directs, and evaluates the work of Foremen, Lead Operators, and crews in the Water or Wastewater Departments; plans, organizes, assigns, and inspects work to ensure efficiency and compliance with standards;
• Develops and implements departmental policies, standard operating procedures, and safety protocols; plans and conducts staff training;
• Estimates labor, time, and materials for projects; adjusts work methods, crew sizes, and schedules as needed;
• Monitors and interprets gauges, meters, and control panels; performs or oversees sampling and testing to ensure regulatory compliance; adjusts chlorinators and locates water/sewer lines;
• Coordinates equipment maintenance and repairs; assists in purchasing supplies and equipment; participates in budget preparation and administration;
• Reads and interprets blueprints, diagrams, and technical drawings; collects, analyzes, and reports operational data; maintains accurate records and submits required forms;
• Collaborates with contractors, other departments, and the public; responds to complaints and service requests;
• Participates in on-call rotation, including nights and weekends, and supports emergency preparedness and recovery efforts.

Other Job Functions:
• Wastewater Department: Oversees all stages of treatment operations and maintains required documentation; manages sludge cake disposal;
• Assists with obtaining pricing, coordinating with vendors, and ensuring compliance with procurement policies and procedures;
• Works directly with the Division Superintendent to assist in project management, completion of the Director’s reports, and providing input on operational and staffing issues;
• Performs other related duties as assigned.

Minimum Qualifications

Knowledge, Abilities and Skills:
Depending on the department, knowledge of water / wastewater treatment plant operation; distribution / collection system operation and maintenance, backflow prevention, conservation, industrial waste, reclaim, grease traps; knowledge of the occupational hazards involved in treatment and disposal; knowledge of the repair and maintenance of pumps and related equipment; knowledge of basic chemistry and mathematics as related to treatment plant operation.

Ability to plan, organize & supervise the work of others; ability to make estimates of time and materials; ability to
establish and maintain good working relations with city employees and the general public; ability to detect
improper functioning of mechanical systems and make adjustment decisions; ability to read and interpret blueprints, diagrams and sketches; ability to drive and operate assigned equipment; ability to work nights and weekends when on call; ability to remain at a city work shelter, before, during and after a hurricane or other storm or disaster.

Minimum Qualifications:
• High school diploma or recognized equivalent;
• Minimum of five (5) years of progressively responsible experience in water or wastewater operations, including at least three (3) years in a lead or supervisory role;
• Possession of a valid Florida Class B Commercial Driver’s License (CDL) with an acceptable driving record, or ability to obtain one within six (6) months of hire or promotion;
• Must possess a State of Florida Class B Water Treatment License, Level 1 Water Distribution License, or Class A Collection Certification, along with a related complementary certification (e.g., Backflow Prevention, Reclaimed Water Inspector, Wastewater Collection);
• Must possess a State of Florida Backflow Prevention Certificate.

Working Hours:
Generally, Monday through Friday, 7:30 a.m. to 4:30 p.m.; however, due to the nature of the position, some on call and overtime hours may be required.

Other Qualifications

Physical Demands:
This is moderately heavy work most of the working time. Requires frequent walking; frequent standing, climbing, stooping, reaching, bending; good finger/hand dexterity and hand/eye coordination; occasional lifting 50+ pounds, carrying/ pushing/pulling 50+ pounds; good eyesight, hearing and speech; working in adverse environmental conditions (heat, cold, rain, etc.); regular driving and operation of assigned equipment.

Salary Information:
$59,477.03 - $89,367.05 per year; EXCELLENT benefits (Note: See Benefits Tab for more information).  Only applicants with the most job-related qualifications will be selected for interview and further consideration.  Additional consideration may be given to applicants with more extensive education, training, or experience.  Following a thorough background investigation, including a criminal history and driver’s license check, the candidate will be given a conditional offer of employment.  The final candidate will be required to pass a drug test and medical exam.
