About the Department

The City of Richfield Public Works Department is hiring an Operations Supervision for the Park Maintenance and Central Garage Divisions.

Under the general direction of the Director of Public Works, reporting directly to the Deputy Director of Public Works, is responsible for technical and supervisory work of considerable difficulty in the Park Maintenance and Central Garage Divisions; and performs related work as required.   

Starting Salary is $91,041.60 plus full City Benefits.

Position Duties


Supervisory Duties

  • Supervises and evaluates performance of employees assigned to the Park Maintenance and Central Garage Divisions of Public Works.   
  • Plans and provides daily work assignments for staff. 
  • Provides staff development and training.
  • Implements and supervises the training of mechanics.
  • Conducts regular staff meetings.
  • Manages consultants and consultant contracts as needed.
Essential Duties
  • Assists the Deputy Director in preparation of the annual operating budget. 
  • Reviews, analyzes, and prepares alternative operating policies and procedures for consideration by the Public Works Director.   
  • Coordinates planning efforts related to repairs, replacements, improvements, and revisions of the City of Richfield Park system.
  • Oversees and participates in the development of planning documents, written reports, and studies for the revision and improvement of existing City infrastructure.
  • Leads effort of purchasing vehicles for the entire City Fleet.
  • Establishes and maintains preventive maintenance program for all City vehicles.
  • Assists in scheduling repair work for City vehicles.
  • Responsible for the housekeeping, security and repairs of the Central Garage area.
  • Keeps shop records and state mandated records and prepares requisitions.
  • Assists in writing specifications for new equipment.
  • Writes reports on maintenance and operations options. These reports will reflect the principles of the “Writing to Get Things Done” training.
  • Keeps accurate records and secures necessary supplies, materials and services.
  • Supports and enforces City policies, procedures, operations and safety rules.
  • Coordinates efforts to ensure Richfield is an equitable, inclusive and respectful organization and supports the City’s mission, vision and core values. 
  • Completes other duties as assigned


COMPETENCIES

  • Considerable knowledge of Public Works management practices.
  • Considerable knowledge of the methods, materials, techniques, tools and equipment used in the construction, maintenance and repair of municipal park and recreation areas and facilities, and motorized equipment.
  • Knowledge of safety practices and of the safe operation of motorized equipment to be used on the job.
  • Knowledge of the basic principles and practices of supervision.
  • Knowledge of computer applications for administrative and operational support.
  • Knowledge of Americans Disability Act (ADA) Regulations.
  • Knowledge of municipal governmental administration and budgeting.
  • Skill in the organization, coordination, scheduling, and supervision of work projects.
  • Ability to supervise and evaluate the work of others.
  • Ability to supervise and participate in park and recreation system planning, construction, maintenance and repair work.
  • Ability to communicate effectively, both orally and in writing (reflecting the principles of the “Writing to Get Things Done” training), with supervisors and subordinates, as well as the general public.
  • Ability to establish and maintain positive, professional working relationships with others.
  • Ability to make arithmetic calculations.
  • Ability to create and maintain accurate records.
  • Demonstrates ability to maintain the confidentiality of sensitive information and maintain compliance with the Minnesota Data Practices Act, including exercising appropriate judgment in the release or presentation of information.

Minimum Qualifications

CERTIFICATION AND LICENSURE

  • Certified Playground Safety Inspection Certification (or ability to obtain certification within 12 months of hire) 
  • Must possess a valid Class B driver’s license.


MINIMUM QUALIFICATIONS

  • High School Degree or Equivalent (GED) 


PREFERRED QUALIFICATIONS 

  • Bachelor’s degree or combination of training and experience substantially equivalent 
  • Two years or more of supervisory/lead experience.
  • Completion of the Public Works Leadership Academy
  • Bilingual in a language prevalent in Richfield 

Other Qualifications

Work is performed within an office environment at the Public Works Maintenance Facility and in the field. Trips operating motor vehicles to various City locations are necessary for supervision and coordination. Work before/after regular business hours, on-call, weekends, holidays, and on short notice is required.

  • Ability to work outside, year round, and during extreme weather conditions.
  • Ability to perform physical labor requiring continual and repetitive use of large motor skills to stand, walk, sit, bend, stoop, crawl, crouch, push, pull, twist, turn, and conditional and repetitive use of fine motor skills and manual dexterity.
  • Ability to hear, see, taste, touch, and smell. Specific vision abilities required of this position include close vision, distant vision, peripheral vision, depth perception, ability to distinguish colors and different shades of color.
  • Ability to frequently bend, lift, and carry objects weighing up to 50 pounds, occasionally lift objects over 75 pounds, and to wear and use all safety equipment.
  • Ability to use personal protective equipment to safely work with and around hazardous chemicals, strong fumes, electric shock and infectious disease.
  • Ability to work around noise and vibration generated from equipment and machinery.
