ABOUT THE CITY

The City of Atascadero is a small, beautiful California central coast community located in San Luis Obispo County. We have a population of 30,000 residing in an area just under 27 square miles. Our community is a great place to live, work and raise a family! We are situated along Highway 101, halfway between the metropolitan areas of Los Angeles and San Francisco. GENERAL PURPOSE:

To perform supervisory, administrative and a wide variety of highly skilled and specialized work activities and functions in the operation, maintenance, repair, and construction of municipal infrastructure and facilities involving: streets, sidewalks, and trails; parks and athletic fields; stormwater conveyance and flood control; and trees and landscaping.   Manages, coordinates and oversees contracted construction and maintenance work and performs related work as assigned.


SUPERVISION RECEIVED:

Works under general supervision of the Public Works Deputy Director of Operations within a framework of well-defined policies and procedures. Positions in this class are expected to work independently on established tasks or at an assigned site.


SUPERVISION EXERCISED:

Direct, monitor and evaluate the work of City employees and temporary or non-City employees as assigned in a supervisor capacity.

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The duties and responsibilities listed below are intended only as illustrations of the various types of work that may be performed.   • All duties and responsibilities of a Maintenance Worker I/II and Lead Maintenance Worker.
  • Plans, organizes, assigns, supervises, review and evaluates the work of maintenance workers. Includes providing direction in the execution and completion. Provides on-the-job training to maintenance workers in completion of work duties.
  • Coordinate and inspect the work of contractors and vendors hired by the City to perform various maintenance, repair and minor construction work; monitor work progress, inspect completed work and recommend payment of invoices.
  • In the absence of the Deputy Public Works Director, makes departmental decisions and supervises daily operations.  
  • Directs, coordinates, and participates in the development and implementation of goals, objectives, policies, procedures and priorities of the division.
  • Plan and execute work assignments including preparatory activities of fueling vehicles and equipment, calculating work quantities, purchasing materials and supplies, installing temporary traffic control and erosion/sediment control devices, and transporting materials and equipment to work sites.
  • Operate a variety of common industry and specialized vehicles, heavy and light equipment, machinery, and tools.  Assist and participate in routine maintenance and repair of such vehicles, equipment, machinery, and tools.  Ensure proper cleaning of vehicles, equipment, and tools after use.   
  • Troubleshoot, correct, and repair municipal infrastructure, equipment, and tools to ensure proper function and long-lasting performance in a cost-effective manner.
  • Performs ongoing, routine departmental administrative tasks as needed, such as ordering of supplies, maintenance of records and statistics, and technical and oversight work related to Public Works Operations.
  • Document and record maintenance, inspections, repairs, installations, and other work activities in accordance with records retention schedules and department requirements.
  • Participate as Public Works liaison for the City’s special events by attending intake meetings, coordinating road closures and other Public Works related functions in coordination with other City Department liaisons. Work special events as needed and participate in post-event debriefings and make recommendations for improvements.
  • Assist and participate in responding to emergencies affecting municipal infrastructure functions including storm debris clean up, traffic control, flooding, and other urgent matters.
  • As necessary, performs unskilled and manual tasks on assigned maintenance and improvement projects.

When assigned to Streets Maintenance:

  • Plan and execute preventative maintenance and repairs on asphalt pavements including pothole patching, skim coating, mill and overlays, routing and sealing cracks, full-depth removal and replacement, and new construction.
  • Plan and execute preventative maintenance and repairs on concrete pavements, sidewalks, and curbs including crack sealing, joint rehabilitation, pavement sealing, removal and replacement, milling uneven joints, and new construction.
  • Install and maintain traffic signs and posts, street name blades and hardware, and pavement markings.  Install and remove temporary traffic control devices for construction zones, hazard warnings, special events, and other purposes.  
  • Inspect, repair, and construct storm sewer pipes, drain inlets, drainage structures, culverts, ditches, curbs and gutters, and other infrastructure of the municipal stormwater conveyance system.
  • Maintain and inspect right-of-way and boulevard vegetation and trim or remove trees, bushes and other obstacles to provide safe lateral clear zones and intersection site lines.  
  • Assist and participate in a variety of heavy construction, maintenance, and repair work in support of special parks and other public works projects.

Other Duties and Responsibilities:

  • Participate in the Public Works Department’s “Standby Duty” and “Call Back” programs for after-hours and weekend maintenance, repairs, and emergencies.
  • Ensure maintenance facility and work areas are safe, clean, and organized condition.
  • Attend and participate in internal and external safety and certification training.
  • Assist with responding to citizen requests and complaints, including investigating various matters.
  • Exercise effective prioritization and time management skills.
  • Resolve conflicts or problematic situations arising out of work assignments; fosters and creates positive work environment.
  • Consistently establish and maintain successful working relationships, both within and outside the organization.
  • Perform other duties and responsibilities as apparent or assigned, including assisting and participating in essential duties of other maintenance areas.

Minimum Qualifications

DESIRED MINIMUM QUALIFICATIONS:

Education and Experience:

  • High School Diploma or GED equivalent; and
  • Five years of responsible experience in skilled, semi-skilled, and general labor performing maintenance, repair, construction, or other similar job-related tasks on municipal infrastructure and/or operating motorized equipment for these activities, including one year of lead or supervisory experience; or
  • Any equivalent combination of education and experience to demonstrate the knowledge, skills, and abilities necessary for the satisfactory performance of the job requirements.

Necessary Knowledge, Skills, and Abilities:

  • Thorough knowledge of the methods, techniques, and procedures used in public works operation, maintenance, repair, and construction, including the proper use of equipment, tools, and materials.
  • Advanced working knowledge of proper safety procedures and precautions used in public works construction and maintenance activities and operations.
  • When assigned to parks maintenance: extensive knowledge of turf and grounds maintenance, gardening, landscaping, athletic and recreation facilities, operating and repairing irrigation systems, playground safety, and building janitorial and grounds keeping.
  • When assigned to streets maintenance: extensive knowledge of work zone traffic control and safety, repairing asphalt pavements and concrete, traffic signs and pavement markings, drainage principles, and general trench safety.
  • Skill in: operating the listed tools and equipment used; basic use of office equipment; assessing in-field conditions and problems and determining workable solutions to resolve them with limited supervision.
  • Ability to: supervise and train assigned work crew; plan and calculate needed materials, equipment, and labor for jobs and projects; communicate effectively orally and in writing; keep accurate records; work on-call and participate in rotating standby duty schedule; meet the physical requirements necessary to safely and effectively perform required duties; establish and maintain effective work relationships with those contacted in the performance of required duties.


SPECIAL REQUIREMENTS:

  • Possession of a valid and appropriate California Driver License, and a satisfactory driving record.
  • Pursuant to California Labor Code Section 3211.9, service is essential in times of extreme emergency or disaster. For this reason, State law designates public employees as “Disaster Service Workers”.  Even when off-duty, this position may be required to return to duty in case of emergency or disaster.

  • Common industry vehicles including dump trucks, utility and pickup trucks, aerial bucket truck, and trailers.  
  • Common construction equipment including backhoe/loader, front-end loader, skid steer, steel drum roller, plate compactor, air compressor, concrete mixer, generator, concrete saw, jackhammer, welding machine, chop saw, milling machine, router, line striper and air brush painters, trencher, trench box, and light towers.
  • Specialized industry equipment including crack sealing kettle and distributor machine, trash pump, pneumatic post driver, and other specialized equipment.
  • Common turf and landscape maintenance equipment including push and riding mowers, tractors, utility vehicles, sprayers, aerators, dethatchers, split seeder, line trimmer, leaf blower, chain saw, pole saw, and other machinery and implements.
  • Common hand and power tools including hammers, electric drills, saws, shovels, rakes, lutes, wrenches, sanders, tampers, and pressure sprayers.
  • Office tools and equipment including telephone, copier, personal computer, calculator, and mobile radios.
