The Department:

The Castle Rock Fire and Rescue Department has an outstanding opportunity for a Fire Plans Examiner to join our highly motivated team. The Fire Plans Examiner position reviews building and fire protection plans and specifications to ensure compliance with minimum requirements of adopted codes and ordinances. Verifies completeness and accuracy of submittals and approves completed documents within assigned time frames. Advises property owners, architects, contractors, builders and engineers on matters related to adopted codes and Town ordinances. Work includes reviewing architectural drawings, fire protection system submittals, and related documents; inspecting projects of varying complexity; and advising design professionals, contractors, business owners, and Town staff. The role requires clear communication of findings, preparation of accurate documentation, and collaboration with other agencies. Field inspections, customer service, and support at emergency scenes may be required.

 

Essential Duties & Responsibilities:

  • Review building plans and fire protection system drawings for new and existing construction to verify compliance with adopted fire codes and ordinances.
  • Identify deficiencies, request corrections, and prepare written review comments.
  • Research codes, alternate materials, ordinances, and methods; provide interpretations and recommendations.
  • Issue permits and maintain complete records in the occupancy database.
  • May conduct or assist with compliance fire and life safety inspections.
  • Meet with contractors, architects, engineers, and Town staff regarding projects and code requirements.
  • Approve or witness denial of permits
  • Researches codes and amendments for adoption
  • Verifies and signs off on approved field tests for fire alarms, sprinklers, hydrants, and related systems.
  • Participate in pre-construction meetings and public education events as assigned.
  • Provide quality customer service while enforcing code requirements.
  • Follow departmental guidelines and directives.
  • Provides customer service consistent with the stated values of the Town and department.
  • Abides by and follows appropriate Standard Operating Guidelines, Administrative Directives, and Memos.
  • Attend meetings and training as required.
  • Responsible for filing and maintaining plans in the occupancy database in an organized fashion. Ensures that appropriate and relevant information is added to the occupancy database.
  • Performs other duties as assigned.

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered

Education: High School Diploma/GED required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

Experience: Two years' experience as a plans examiner with experience in building design, construction document preparation, plan review, code analysis building inspections, systems review or a related field; or any equivalent combination of education, training, or experience.

Licenses and/or Certifications required:

  • Valid Colorado Driver's License or ability to obtain within thirty (30) days of hire
  • ICC Fire Inspector I.
  • ICC Fire inspector II and Fire Plans Examiner within six months of hire.
  • DFPC Fire Inspector III – Plans Examiner within six months of hire.
  • Valid Colorado Driver’s License or ability to obtain within 30 days of hire.
  • CPR/BLS Certification.
  • Successful completion of the Work Capacity Test (Pack Test) as per Department Guidelines
  • Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Classes (within one (1) year after date of hire)
    • ICS-100, Introduction to Incident Command System or equivalent
    • ICS-200, ICS for Single Resources and Initial Action Incidents or equivalent
    • ICS-700, National Incident Management System (NIMS), An Introduction
    • ICS-800, National Response Framework, An Introduction

 

Preferred Qualifications:

  • an Associate's or Bachelor's Degree in Fire Protection Engineering, Architecture, Fire Science, or related field
  • Experience applying IFC/IBC to emergency access, water supply, fire protection, occupancy classification, and egress.

  • Working knowledge and/or experience in fire protection system design and/or plan review

Necessary Knowledge, Skills, and Abilities:

  • Ability to perform duties in a safe manner consistent with Town and department guidelines
  • Ability to communicate clearly and effectively orally and in writing
  • Ability to demonstrate strong interpersonal and customer service skills
  • Working knowledge of IFC, IBC, NFPA standards, and related codes.
  • Ability to learn occupancy database software and Development Services software as it relates to plan review
  • Ability to utilize a variety of tools and equipment such as an architect and engineering scale
  • Ability to calculate fees and square footage measurements
  • Ability to read and interpret complex plans and specifications.
  • Skill in explaining technical requirements clearly to diverse audiences.
  • Effective workload management and report writing.
  • Ability to build cooperative relationships with staff, contractors, and the public.
  • Capacity to perform field inspections in varied conditions and use standard PPE.

Tools and Equipment Used:

  • Personal Protective Equipment including ear plugs, hardhat, and safety vest. Passenger vehicle, personal computer and camera. May wear breathing apparatus to view and observe fire investigations at cold scenes.
