Position Description: The Engineering Lead/Manager oversees technical teams within the engineering department, focusing on the successful completion of projects.
Education: This position requires a Bachelor’s degree from an accredited college or university in engineering, technology, or a related technical discipline; a Master’s degree in engineering or business administration is preferred.
General Experience: The candidate must have at least seven (4) years of progressive experience in the engineering field, with a demonstrated track record of managing mid-to-large-scale projects.
Specialized Experience: Must have Experience in strategic planning and execution, quality control, and cross-functional team collaboration is essential.
The ideal candidate will have hands-on experience with node.js, Java and/or .NET full stack development, as well as expertise leading teams across backend, frontend, and data integration (Informatica, PostgreSQL Aurora, AWS).
Ten (10) + years of experience in software engineering, with at least 5 years in a technical lead or engineering management role.
Proven experience overseeing enterprise application teams in the public or health & human services sector.
Deep familiarity with welfare systems and services, including CPS, APS, In-Home, FosterCare, Guardianship, Adoption, and Title IV-E.
Experience designing and building modern enterprise applications in node.js, Java Spring Boot, .NET Core, Angular, React, or similar stacks.
Strong command of REST APIs, data integration (Informatica, SQL, ETL), and messaging frameworks.
Hands-on experience with AWS services (Aurora PostgreSQL, Lambda, S3, CloudWatch) and containerization (Docker/Kubernetes).
Experience with Agile methodologies and managing delivery in a multi-vendor or multi-agency environment.
Exposure to data privacy regulations, state/federal program policies, and integration with legacy systems.
Excellent leadership, communication, and problem-solving skills.

A. Leading and coordinating engineering projects from conception to implementation
B. Managing, mentoring, and developing a team of engineers
C. Reviewing and approving product design and changes
D. Collaborating with other departments to integrate engineering functions with business objectives
E. Enhancing team performance through process improvements and training
F. Providing technical and strategic leadership in problem-solving complex technical problems.
G. Provide hands-on technical leadership across teams of full stack developers, QA testers, data integrators, and DevOps engineers
H. Oversee architecture, design, and implementation of scalable web and data solutions in node.js, Java, .NET, or hybrid stacks
I. Lead development efforts across multiple Agile workstreams, ensuring technical excellence and on-time delivery.
J. Drive API-first and microservices design, with secure integration to systems, and external data providers.
K. Collaborate with business analysts, product owners, and agency stakeholders to understand requirements and translate them into technical execution plans.
L. Mentor junior engineers and enforce standards for code quality, documentation, test coverage, and DevSecOps practices.
M. Align development strategy with infrastructure automation, CI/CD pipelines, and cloud-native deployment in AWS.
N. Ensure accessibility (508 compliance), performance tuning, and data security for sensitive benefit-related data.
O. Participate in architecture review boards and provide input on technology roadmaps and modernization efforts.
