About the Department

Responsible for valuing & classifying all real & personal property in La Plata County.  Visits & measures property, takes photos & conducts sales & inventory review on site. Inputs information in the computer system using a variety of software incl GIS mapping, Multi list programs & apex property sketch software; updates data & values on properties & defends the values in property appeals. Background or interest in real estate or construction is helpful. All training is provided & paid for by the Assessor’s office w/ the goal of obtaining a CO Appraisal License. A high school diploma or GED are required, Bachelor’s degree preferred, skill in MS Office software & ability to effectively use computers & mapping programs is required. Appraiser II trains new appraisers & requires a CO Appraiser License.

Position Duties

Essential functions may include any of the following tasks, knowledge, skills and other characteristics.  The list that follows is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Conducts field inspections to collect data required for the classification of land, mobile homes, and buildings; maintains and files data for classification and appraisals.  

Determines new construction values and performs field inspections and determines quality and depreciation values; takes photos, measures additions, sketches areas. 

Defends property value during protest period and provides testimony at hearings as necessary. 

Acquires building permit information, obtains measurements, inventories structure, notes characteristics, and determines physical, functional or economic depreciation. 

Uses GIS, Multiple listing service and planning department data to help evaluate locational factors such and utilities and legal uses. 

Maintains data files; verifies sales prices for market analysis. Interacts with citizens and provides information concerning market value.  

Answers telephone and deals with questions by residents. 

Identifies new businesses by using a variety of on-line tools and state and city lists; tracks address changes. 

Visits new business owners to conduct field audits and explain procedures. 

Routes correspondence. 

Creates and uses spreadsheets for tracking of abatements, abstracts, and statistical information. 

Performs other related duties as assigned.

Regular and predictable attendance required.

Minimum Qualifications

Education and Experience:

High School Diploma or GED minimum, Associate or Bachelor’s Degree preferred.

Any combination of education, training, and experience in real estate or construction, which provides the required knowledge, skills, and abilities to perform the essential function of the job.

Licenses and Certifications: 

Valid State Driver's License. 

Ability to obtain a Colorado Ad Valorem Appraisal License within 2 years of employment.  

Other Qualifications

Knowledge of:

Principles and practices of real estate and personal property appraising.

Construction methods.

All applicable state, federal and local laws, rules and regulations.

Recordkeeping, report preparation, filing methods and records management techniques.

Standard business arithmetic, including percentages and decimals.

Computer applications related to the work.

Skill in:

Using tact, discretion, initiative and independent judgment within established guidelines.

Applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols.

Using a VDT to accurately and rapidly enter and retrieve data and information.

Using mathematics.

Communicating clearly and effectively, orally and in writing.

Preparing clear and concise reports, correspondence and other written materials.

Mental and Physical Abilities:

Ability to read, analyze and interpret professional periodicals and journals, technical procedures and government regulations.

Ability to read, use and understand maps. 

Ability to speak effectively before public groups and respond to questions.

Ability to add, subtract, multiply and divide whole numbers, common fractions and decimals.

Ability to deal with problems involving several concrete variables in standardized situations.

Ability to take and pass the required classes for obtaining the Ad Valorem Appraisal License.

While performing the essential functions of this job the employee is frequently required to walk, sit, use hands to finger, handle, or feel, reach with hands and arms, and speak and hear.
